The Nebraska Public Service Commission was awarded a grant from the Department of Commerce's National Telecommunications and Information Administration (NTIA) for conducting a study of broadband use and needs in Nebraska. The University of Nebraska-Lincoln first conducted a survey for the Commission in 2010. The Nebraska Information Technology Commission (NITC) Community Council, the AIM Institute and Nebraska Department of Economic Development (DED) collaborated with the Commission on this survey. A follow-up survey was conducted in 2014 to see if any changes have occurred in the previous four years. The survey included questions about Nebraskans’ current use of technology, their opinions …

Scope of Analysis
North American bats are highly unique animals that have historically been overlooked by land managers and misunderstood by the public. Bats are unique as the only true flying mammals and due to their exceptionally long lives (5-15 years) and unusually low reproductive rates (typically one young per year) for their small size. Most North American bat species are insectivorous, serve as the primary predators of nocturnal insects, and can consume up to one-third of their weight in insects per night. Thus, bats play a role in regulating insect populations, insect-related ecological processes, and nutrient redistribution and cycling …

Executive Summary
This visitor study report profiles a systematic random sample of Missouri National Recreation River visitors during July 19 - 25, 2012. A total of 467 questionnaires were distributed to visitor groups. Of those, 256 questionnaires were returned, resulting in a 54.8% response rate.
Group size and type: Thirty-eight percent of visitor groups consisted of two or three people and 35% were in groups of six or more. Sixty-four percent of visitor groups consisted of family groups.
State or country of residence: United States visitors were from 29 states and comprised 99% of total visitation during the survey period, …

Privatization, or contracting with non-governmental agencies for provision of state or federally funded services, is a strategy that has gained recent attention from policymakers as a potential tool for successful child welfare reform. The Child Welfare Privatization Initiatives Project was created in 2007 as a joint effort between the United States Department of Health and Human Services and the Office of the Assistant Secretary for Planning and Evaluation. The framework identified by this project produced twelve key considerations for states moving towards a privatized system. In order for cities to become more sustainable it is necessary for the leaders of the efforts to change the organizations and governments so that they understand and embrace what it means to be more sustainable. This study examined the change processes of two Oregon Cities, Corvallis and Eugene, that had made the choice to become more sustainable as a community. The approaches that the participant leaders used demonstrated the use of different ways of thinking about the leadership of change. 2011 Monitoring Status
Overview
In 2011, the first year of vegetation monitoring by the Northern Great Plains Network Inventory and Monitoring staff at Scotts Bluff National Monument, efforts resulted in the documentation of 79 plant species. This was the lowest number of species among parks sampled in 2011. Graminoid (grass and grass-like plant) species accounted for only 21 (27%) of the total species, but graminoid cover was much higher than that of any other plant type. Forbs were much more diverse, but did not provide as much foliar cover.

The Northern Great Plains Inventory and Monitoring Network (NGPN) includes thirteen park units located in five northern Great Plains states across six ecoregions. Plant community composition and structure monitoring comprises the core of the vegetation monitoring effort for the NGPN, covering the “Riparian Lowland Plant Communities” and “Upland Plant Communities” vital signs (Gitzen et al. 2010). In order to better understand the role community design plays in obesity rates, this project studies a potential relationship between distance of parks from homes and obesity rates in four Nebraska counties. Park use may contribute to important health benefits, such as reducing risk of obesity by increasing physical activity levels. There are limitations to park use, such as crime rates and facility upkeep that are important to understand so that they might be managed and communities can reap greater benefits from their parks, including better fitness. Even before firefighters have left a burn site, a second wave of specialists is deployed. Their task: to assess the burn site; determine the level of risk to life, property, and ecological resources; and determine quickly the most effective postfire treatments for emergency stabilization and initial rehabilitation of the site. For the past 13 years, the Joint Fire Science Program (JFSP) has funded research on this critical phase of work, which often goes unnoticed after the fire is out. Executive Summary
Homestead National Monument (HOME) was created at the to celebrate the significance of the Homestead Act of 1862 which granted 160 acres of free land to claimants and was one of the most significant and enduring events in the westward expansion of the United States. The National Monument encompasses 184 acres in Gage County, west of Beatrice, Nebraska. This unique site also hosts the oldest prairie restoration in the National Park system, and the second-oldest tallgrass prairie restoration known. This park unit also has a small remnant of native tallgrass prairie and remnants of bur-oak forest.

The Tallgrass Prairie National Preserve (TAPR) encompasses 10,894 acres in eastern Kansas, just north of Strong City. This park unit was created on November 12, 1996 and is the first to protect a nationally significant example of the once vast tallgrass prairie ecosystem. Of the 400,000 square miles of tallgrass prairie that once covered the North American continent, less than four percent remains, primarily in the Flint Hills. The park unit is primarily rocky upland prairies and deep-soiled prairies in the lowlands. It also contains some wet prairie ravines, riparian forests and some former cropland and restored prairie. …

The Tallgrass Prairie National Preserve encompasses 10,894 acres in eastern Kansas, just north of Strong City. This park unit was created on November 12, 1996, and is the first to protect a nationally significant example of the once vast tall grass prairie ecosystem. Of the 400,000 square miles of tall grass prairie that once covered the North American continent, less than four percent remains, prin1arily in the Flint Hills. The park unit is primarily rocky upland prairies and deep-soiled prairies in the lowlands. It also contains some wet prairie ravines, riparian forests and some former cropland and restored prairie. Homestead National Monument was created in 1936 to celebrate the significance of the Homestead Act of 1862, which granted 160 acres of free land to claimants. This was one of the most significant and enduring events in the westward expansion of the United States. The site is the first tract homesteaded under the act by Daniel Freemen, and encompasses 184 acres in Gage County, west of Beatrice, Nebraska.

This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010).
