State government finance is a substantial endeavor in the United States. The management of a multitude of revenues and expenditures often involves some level of fiscal stress. In an age of increased public scrutiny, policymakers must be mindful of possible causes of fiscal stress, and the policy options available to mitigate fiscal stress and increase financial stability. This dissertation contains three essays that examine different elements of fiscal stress, and in some cases, the applicable policy responses.

The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. With over two million inmates, the United States’ prison population is the largest in the world. Nearly one in one hundred Americans are behind bars, either in prisons or pre-trial detention facilities. The rapid growth in incarceration is well-documented. However, social science explanations often stop at the prison gates, with little work on treatment inside prisons. This black box approach ignores important bureaucratic decisions, including the provision of rehabilitative services and the application of punishment.

However, the discussions about how to address illegal migration into the United States rarely include any comparisons to other measures that have been taken in other countries. There are many countries, such as Spain, that have large undocumented resident populations.

The Effects Of Elasticity On Government Revenue Of China, Maiduo Li

This Capstone evaluates the elasticity of the revenue system in China, by classifying the revenue sources into three categories: the income tax, turnover tax, and charges and fees. By comparing the annual data and specific elasticity of each category between China and the United States, it is found that the revenue system in China, from 2007 to 2010, was relatively inelastic while the major component of the total revenue keeps pace with the steady growth of the economy. Such a revenue system, though it cannot have an explosive growth when the economy is turning better, can provide sustainable, stable revenue …

State and local governments play an important role in financing and delivering public services in the United States. In 2008, state and local governments collected 57 percent of total federal, state, and local revenue (Urban Institute and Brookings Institution, Tax Policy Center, 2009). The decentralization of fiscal responsibility has enabled a high degree of variation in state and local tax structures to emerge. This dissertation presents two empirical studies that extend the positive literature on state and local tax policy.

In response to the passage of the Personal Responsibility Work Opportunity Reconciliation Act (PRWORA) and its lead cash assistance program Temporary Assistance to Needy Families (TANF), states have taken unique and divergent approaches to welfare policy implementation. One popular approach to workfare delivery, known as privatization, involves contracting with non-profit and for-profit entities operating within the private sector. The General Accounting Office reports that nearly every state is privatizing TANF services to some degree through third-party contracts, but very little is understood about why variation in contracting exists and the ramifications for the program outcomes of welfare recipients. Public K-12 education is a large enterprise in the United States. Through local, state and federal sources, the U.S. allocated over $610 billion to K-12 public education in 2009 (NCES). Not only is the commitment of public funds for education substantial, the provision of K-12 education is primarily administered by the government in non-market settings through local school districts. It is this institutional environment that generates the impetus for evaluating how those in education make choices in the absence of markets.

Since the events of September 11th and Hurricane Katrina, the field and research associated with emergency preparedness have grown substantially. Despite the positive contributions of research, problems relating to the use of emergency shelters during the disasters have surfaced. Through anecdotal evidence and subsequent research, it was soon discovered that the needs of those with disabilities were not adequately addressed at many sites. Many potential residents were turned away at shelters due to their disability, or if allowed in, were forced to live in sites with barriers that could hinder activities of daily living.

Since 2006 the number of housing foreclosures has increased significantly. This increase is taking a toll on many communities across the nation, including Louisville, Kentucky. The percentage of delinquent mortgage loans in the Commonwealth of Kentucky has risen sharply, jumping nearly 3.5% since 2006, while the percentage of delinquent loans entering foreclosure has risen just as sharply according to the Kentucky Office of the Courts. The number of foreclosed properties proceeding to Master Commissioner sale has more than tripled between 2002 and 2008, to over 3000 foreclosures scheduled to take place. The stability of these revenues is necessary for a government to accurately forecast future revenue growth and to ensure that balanced-budget requirements are met. The inmate population is increasing, aging and generally in poorer health than the non-incarcerated population. Providing healthcare to inmates is constitutionally mandated, and expensive. Little published research exists to assist corrections health policy makers strategically plan for future inmate healthcare needs. HB 455 brought about the 1998 Omnibus Crime Act which created the Police Officer Professional Standards;16 requirements to becoming a peace officer in Kentucky. Five of the standards defined minimum physical agility standards. Though physical agility testing has had a history of controversy, validation studies have been created to support this practice. Though officers are testing for a level of physical agility upon entering the police officer field in Kentucky, no statewide policy has been passed to ensure that this level be maintained.
