Emergence Of The E-Government Artifact In An Environment Of Social Exclusion In Kenya, Nixon Muganda Ochara

Purpose: E-Government, introduced in African countries under the banner of New Public Management (NPM), is envisaged to fundamentally aid in improving governance in developing countries. The imported model of E-Government is therefore transferred to African countries as a panacea to bad governance by carriers such as international donor agencies, consultants, Information Technology vendors and Western-trained civil servants. Improved governance is expected to impact on the socio-economic development of these countries implementing E-Government, as an NPM instrument. This article recognizes that E-Government success, which is critically dependent on the World Wide Web, requires socially inclusive national information infrastructure.

This article summarizes U.S. Sarbanes-Oxley Act section 404 internal control reports that reveal material weaknesses due to inadequate disaster recovery planning. According to the authors, Section 404 applies to public companies with over $75 million in public float. They advise that auditors evaluating internal control over financial reporting must consider key information technology-related risks and controls that affect financial reporting, including issues related to disaster recovery planning.

Since its creation in 1860, the U.S. Government Printing Office (GPO) has supplied the nation’s Congress, federal agencies, and citizenry with the information they need to carry out their daily activities (Morehead 1999, 15). Through its Superintendent of Documents programs, the GPO produces and disseminates the largest volume of U.S. government publications in the world (U.S. Government Printing Office 2003).

The first section of this paper develops a simple model for ethical decision-making. A useful model serves two main purposes. First, it easily explains the relationship between the various components of ethical decision-making by creating a chain between the most basic underlying values, the intervening ethical processes, and the actions that finally result. Thus, decisions can be more easily explained and justified. Second, use of the model may also assist in the actual implementation of the decision. Demographic trends show that the population of librarians in the U.S. is rapidly aging. This paper examines the ways that library managers can make workplaces more attractive to older librarians in order to encourage them to remain in the workforce beyond retirement age. The article dispels some negative stereotypes of "the older worker" and shows the advantages of retaining individuals with experience and maturity. It also addresses organizational climate, management, and training issues related to older workers.

Development literature often depicts development as a transitional process in which agriculture is marginalized while resources are transferred to growing nonfarm sectors, through either voluntary exchange or involuntary coercion. The conventional analysis of Taiwan's agriculture and its role in economic development generally attests to this model.-1 Prior to the 1970s, as the backbone of Taiwan's economy and the major earner of foreign currencies, agriculture accounted for more than 40% of the total employment and over 20% of the net domestic product (NDP). This paper formalizes and empirically tests the hypothesis that the deficient maintenance of public infrastructure is caused by fiscal distress. We utilize a production-decision framework in which public officials combine maintenance and new capital to produce a desired level of capital services. The behavior implied in the fiscal distress hypothesis is treated as perverse deviations from the optimal production path. The empirical findings from cross-sectional expenditures data give support to the fiscal distress hypothesis.

Local governments confer significant benefits and costs on individuals and businesses through their power to regulate private land use. This article analyzes such regulation by using discriminant analysis to test a model of rezoning decision making. The results indicate that the best predictor of a local governing body's decision in a rezoning case is the recommendation of the appointed planning commission. This is contrary to both scholarly and popular expectations that pressure by developers or public protest is the major factor influencing elected officals in rezoning cases.
