In mid-March, Oregon leaders ordered unprecedented ‘stay home’ measures to slow the spread of the pandemic Covid-19 virus. The economic impact was immediate, with entire sectors of business in ‘shut down’ mode and others limiting their activity. These emergency orders, necessary for public health, had a dual impact for workers: many were quickly laid off from temporarily closed businesses, while others deemed essential were at risk of viral transmission. Recognizing the potential that many tenants would not be able to pay their rent without work, governments at all levels moved quickly to enact temporary moratoriums on eviction and on foreclosure …

Servant leaders are driven by a natural feeling to serve first which manifests into a conscious desire to lead. The servant leadership style emphasizes internalizing ethical behavior, along with empathy and service orientation in creating value for the community which is critical in public administration. Much recent conceptual and theoretical effort to identify and define the kinds of voluntary action that take place outside households, economic markets and governments has a consistent emphasis on negation: It seems to define these matters by what they are not: not for profit, or nonprofit, nongovernmental, unproductive, inefficient, examples of contract failure, market failure, government failure and more. This research is a case study examining the relevance of three holistic city frameworks—Compassionate Cities, Healthy Cities, and UN Sustainable Development Goals—to the intentional or tacit thinking of city leaders, community leaders, and activists of Marina, California. Beginning with a discussion of the origin and development of the three frameworks, the study occurred in three phases: Phase I involved interviewing the five elected leaders, city manager, community development leaders, and two planners; Phase II consisted of a survey of appointed city leaders and community organizers and activists; and Phase III was an analysis of relevant public discourse, drawing from local …
