The Perceived Role Of High-Level Black Urban Managers In Virginia, Karen Ann Johnson

Focusing on sixteen cities in Virginia, the researcher studied the perceived managerial and career roles that high level black urban managers play in local government. From June to August 1991, black managers in the study completed self-assessments in the following areas: (1) socio-demographics, (2) perceived managerial and career role, (3) behaviors associated with managerial activism, pursuing the needs of the black community and career development, and (4) characteristics of their work environment. The purpose of this study was to determine the attitudes and opinions of circuit court judges in Kentucky concerning the issue of pregnancy and substance abuse. A questionnaire was mailed to all 90 circuit court judges in Kentucky. The questionnaire, consisting of both a Likert scale and open-ended questions, dealt with concerns relating to the criminalization of pregnant substance abusers, fetal rights, state intervention in the case of pregnant substance abusers, and mothers rights. The ages of the judges, as well as their years of experience on the bench, were used to determine their attitudes on these issues. Results showed …

This study uses the post-test only design to assess the preliminary effects of a community-based policy initiative, the Norfolk State University Resource Mothers Program (RMP), on the gestational ages, birth weights, and survival rates of infants born to participating adolescent mothers.

The RMP uses experienced mothers or paraprofessionals similar in race and socio-economic status to the participating teenagers. These persons are trained to assist pregnant adolescents and teen parents with nonmedical dimensions of pregnancy and child care. They recruit teens into the RMP, encouraging them to get early prenatal care. Resource Mothers provide teen mothers and their families with practical …

The purpose of this study was to determine whether the continuous instability of policy decisions relating to the effectiveness of Civilian Conservation Centers and Contract Centers was a result of measurable differences in performance between the two models. Six hypotheses tested differences between types of centers on six quantitative variables which were: average length of stay, job placement, hourly starting wages, educational gains in reading, math, and General Educational Development (GED). To investigate the problem, 30 Civilian Conservation Centers and 17 comparably sized Contract Centers were selected. From November 11 through December 4, 1989, the Center for Survey Research of the University of Massachusetts at Boston conducted a random digit dial survey of adults aged 18 and over in Massachusetts. A total of 423 individuals were interviewed in a sampling procedure that yielded a 63 percent response rate. In contrast to most media polls, this survey was carried out over a period of four weeks permitting extensive efforts at locating and interviewing difficult-to-reach, reluctant, or less interested respondents. This survey is likely to be more representative of the true population of Massachusetts than most state polls.

This report presents a list of current state legislative initiatives which directly or indirectly, affect older women in Massachusetts.

Despite the progress made by the Commonwealth in the area of elder services, a significant portion of this population continues to live in dire need. It is important that State Legislators, State Administrators, policymakers and community leaders understand the needs of this population and work to increase the financial resources and enhance the dignity of older women in the Commonwealth.

This study is a follow-up to an earlier (1971) proposal for the application of Input-output analysis to social planning in human services (Repository item #753), and predates current models of human services as part of the nonprofit, or third sector. The manuscript details a study of financial inputs and service outputs in human services in the United Way system of Knoxville TN, noting a variety of quantitative ratios and measures of the human services delivery system, and assessing some of the strengths and weaknesses of the matrix approach.

The purpose of this study is to attempt to find out how the police officers in the second-class cities in Kentucky view their work. Questions asked concern relationships with the public, their supervisors, and co-workers; opinions of recent court rulings affecting their work; and their sentiments about salaries and plans to continue in police work. After assessing the job satisfaction of the officers, the results were correlated with other studies and recommendations are made directed toward increasing the officers' motivation and effectiveness in performing their duties.

The implementation of the Federal Food Stamp program affords an opportunity to do responsible research on this topic due to the manner in which the program is administered. The fact that coverage is authorized on a county basis rather than a state-wide basis, which requires that each individual county request and apply for the Stamp Program, provided the availability of a sample area in southern Kentucky where five contiguous counties existed, three of which were participating in the program and two of which were not. This permitted both a control and experimental group from which to draw a sample.
