Emergency management is a key government function for mitigating risks and reducing the impacts of disasters. Emergency management leaders play a critical role in preparing for and responding to disasters whose impacts are exacerbated by a pandemic. Using the example of the compound threat of hurricanes and the COVID-19 pandemic, this qualitative research uses insights from emergency management professionals to describe collaborative approaches and leadership skills that help balance the needs for stability and flexibility. The concept of trauma is controversial in literature. While one may be able to come up with ways to describe trauma in fiction, representing historical trauma is a hard task for writers. Some argue that trauma can not be described through those who did not experience it, while others claim that, provided some elements are added, one can represent trauma to the reader. This dissertation, through a public policy lens, examines life after U.S. military service as it relates to reintegration, the ability of state-level veteran-specific mental health programs to address veterans’ mental health challenges, and states’ ability to address veteran homelessness. First, I use 2019 Centers for Disease Control and Prevention (CDC) Behavioral Risk Factors Surveillance Survey data, along with various measures of state-level characteristics, to examine the influence of relevant state-level policies on veterans’ mental health outcomes. An institutional dilemma exists between the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA). US surface waters are protected from point-source pollution by the CWA. Community Water Systems (CWSs) that draw from these surface waters for potable purposes are required to treat that water to a level that meets SDWA health standards. Therefore, decreases in CWA regulations could lead to surface water quality declines and, thus, higher SDWA compliance costs for CWSs. This article examines public sector leadership during the economic crisis caused by the coronavirus pandemic in Ghana. It focuses on the Bank of Ghana–the nation’s central bank responsible for monetary policy and financial sector leadership–and examines the critical leadership attributes that the central bank demonstrated through its administrative and policy responses to the crisis. The findings from textual analysis of monetary policy committee press briefings show that the central bank demonstrated several criteria of effective public service leadership during the crisis, namely sensemaking, critical decision-making, communication, accountability, adaptability and, to an extent, learning. The Public-Private Partnership (P3) approach is a viable option to address the slow growth and burgeoning need to deliver infrastructure projects and services by state and local governments. This study focuses on identifying critical success factors (CSF) that influence the success of P3s for local government service and infrastructure delivery. A framework is presented for integrating relationship and project management CSFs identified from previous literature into P3s.
