A Comparative Assessment Of The Status, Structure And Process Utilized By Nevada's Family Support And Preservation Consortia To Achieve Collaboration, Marlys A. Morton

This paper presents a framework for understanding inter-organizational collaboration and describes and analyzes how collaboration was used as a method to build new service networks, the characteristics of the consortia, and the status of the collaborative processes.

Although the literature on inter-organizational collaboration in the human services is increasing, little is known about how regional consortia view the process of working together towards a common purpose. The results reported in this paper are intended to help fill that gap.

The findings reported in this study are based on a survey process using a standardized questionnaire to study the collaborative status. …

Nationally, as well as locally, the emphasis in public assistance is to assist clients in becoming job ready. To this end, Oregon received waivers necessary to implement an innovative welfare reform effort, JOBS Plus Program (JPP), in 1994. The JPP provided subsidized employment for welfare recipients through the cashing out of public assistance benefits and Food Stamp monies. Employers were required to provide an on-site mentor for subsidized employees as a condition of agreement to participate in the Program.

When a DTA (Department of Transitional Assistance) worker assesses whether a family's (T)AFDC (Temporary Aid to Families with Dependent Children) case will be closed, s/he decides which one of 67 different codes best describes the reason cash benefits for the household will be stopped. To carry out the analyses, we sorted all of the 67 codes into clusters of codes that logically grouped together: Cluster I, Increased Income; Cluster H, Sanctions; Cluster III, Eligible Persons Moved; Cluster IV, Fraud; Cluster V, Client Request; Cluster VI, No Longer Eligible; Cluster VII, Other or Multiple Meanings. Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

This article examines the undemocratic process of telecommunications divestment in Jamaica and Trin- idad and Tobago. The divestment of the telecommunications sector was largely prompted by each state’s inability to service external debt. Despite espousing the importance of public participation in the ownership of state-owned en- terprises being divested, the governments each limited or excluded nationals from ownership of the telephony com- panies. Divestment of the telecommunications sector was principally undertaken through private negotiations with Cable and Wireless which has historically provided service to former British colonies. In 1995, Boulder City bought from the federal government 167 square miles of land in the Eldorado Valley which is located approximately seven miles west of the city. Soon afterward, the current landfill in Boulder City began accepting construction waste from Las Vegas. The large dump trucks had to travel through Boulder City on route to the landfill. In doing this they passed through three school zones and residential areas. When residents began complaining about the trucks, the Boulder City City Council began investigating various ways to solve the problem. The solution they adopted was to construct a new landfill …

Since then, as reformers succeeded in removing politics from the sacred groves of academe, appointing a politician to head the state's educational system fell into disfavor. Computer systems in human services are often abandoned after significant investments have already been made. A case study of preventing the utilization of a wrong computer system for a child development center illustrates how managed system conceptualization minimized damage. Critical consciousness and adherence to specific computer implementation technology created an environment which supported recurrent system efficacy evaluation. When the system, as initially conceptualized, could not meet practitioners' needs, early project abandonment was achieved. Some considerations for successful system development in human service are presented.

The decline in property value can be due to owner's act or exogenous act from the operation of landfills. Landfill neighbors, especially home owners, perceive landfill operation to pose environmental safety problem such as ground water contamination and methane gas leakage that could affect home value.

Owners of landfills, especially those landfills that accept only dry waste (limited purpose landfill), claim that since their facilities meet the requirements of environmental regulations and the type of waste they accept could not possibly produce methane gas and leachate there is no property value impact of their facilities.

From November 11 through December 4, 1989, the Center for Survey Research of the University of Massachusetts at Boston conducted a random digit dial survey of adults aged 18 and over in Massachusetts. A total of 423 individuals were interviewed in a sampling procedure that yielded a 63 percent response rate. In contrast to most media polls, this survey was carried out over a period of four weeks permitting extensive efforts at locating and interviewing difficult-to-reach, reluctant, or less interested respondents. This survey is likely to be more representative of the true population of Massachusetts than most state polls.

This paper is an effort to propose a moderately optimistic future for the personal care sector of human services. It is proposed that the best available future scenario for personal care services between now and the year 2019 is to concentrate on privatization of service delivery on a small-scale basis. Government, in this model should be limited largely to three roles: 1) source of venture capital; 2) regulation of service delivery; and 3) income maintenance for the poorest populations. The word "deficit" has dominated the most recent 35 years of Boston's fiscal history. This report probes the experience and lessons of this history in order to propose a more permanent resolution of Boston's financial difficulties.

Three deficit categories are identified and analyzed: appropriation deficits, revenue deficits and overlay deficits. Over the past 35 years, the City has had 12 years of appropriation deficits, 19 years of revenue deficits and 28 years of overlay deficits. In each year the City's budget was certified as in balance. Taxpayers' opinions of municipal government often focus on the property tax. Taxpayers are stingy, and they are critical as to whether their money is purchasing competent services. For citizens to have faith that government is democratic, taxes must be equitable — everyone must pay their fair share.
