Humans tend to simplify complex decisions by employing cognitive bias(es). Cognitively biased decision-making by public administrators can be adversely consequential for public organizations, public employees, and the public interest. Given the historical scope of experimental research on cognitive bias in the social and physical sciences, public administration scholars should continue to advance such research across various public sectors. One of the most niche sub-arenas of public administration, higher education administration, involves preparing future leaders and scholars for global perspectives. This original research examined whether collegiate, traditionally-aged, undergraduate student risky behavioral choices rose during the study abroad experience as compared to when in the home collegiate environment. After investigating the literature an opportunity to connect the phenomena of domestic risky behavior, collegiate study abroad, and tourism materialized. The anthropological concept of liminality served as the theoretical perspective that anchored the construction of this research. Using Input From Landlords Participating In The Dothan Housing Authority's Housing Choice Voucher Program (Hcvp) To Streamline Operations And Increase Retention, Michael C. Threatt

The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis.
