Additionally, research also illustrates that African Americans have been overrepresented in exclusionary discipline at higher rates than their White counterparts. The last 8 years have seen a dramatic increase in the flow of Central American apprehensions by the U.S. Border Patrol. Explanations for this surge in apprehensions have been split between two leading hypotheses. Most academic scholars, immigrant advocates, progressive media outlets, and human rights organizations identify poverty and violence (the Poverty and Violence Hypothesis) in Central America as the primary triggers responsible. Less than 5 percent of those displaced by war and persecution receive permanent sanctuary. This is because the states tasked with protecting them are wary of the “burdens” that they pose, framing them as threats to national economies, budgets, and public safety. Consequently, states seek to share these burdens with other states in order to minimize their own international protection obligations. While the modern norm of “burden-sharing” has existed since at least the mid-twentieth century, it is vague and, therefore, permissive of a wide range of state behavior. This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. Gilgit-Baltistan refutes its forceful integration with Kashmir, an unfortunate remnant of British divide-and-rule strategy, and demands provincial recognition and constitutional rights. Pakistan unfairly claims that it awaits the UN-sanctioned plebiscite in Kashmir to determine the region’s status. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.
