Over the past few decades, presidents have made some increasingly noticeable efforts to fill their administrations with a higher number of minorities. Though not yet fully representative of the general public, such advances in descriptive representation are a sign of progressive change occurring within the executive branch, with positive potential implications for the state of representative democracy and public policy. In this article, I survey the current state of descriptive representation under the Obama presidency and the extent to which the president’s policy agenda has substantively addressed the needs of historically underrepresented groups. The way in which senior U.S. Army leaders such as the chiefs of staff define transformative change is important, especially if the meaning of that term is to be interpreted as originally intended by Army field grade officers. An Army chief of staff is responsible for creating a vision and establishing goals for the future, and field grade officers are responsible for pursuing that vision and those goals by implementing objectives that endeavor to arrive at the desired ends. The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

This study looks at the electoral system in Uganda and the corruption and inefficiencies that go with it. In addition, this study delves into the most common electoral crimes and the way they are committed. Going even deeper, the study examines the reasons for bribery pervasiveness, the role of money in politics and the views locals have of their government and its leaders. Crucial institutions such as police, military, judiciary, Electoral Commission and civil society groups were also discussed in how they relate toelections and politics in Uganda.

Repeated natural disasters and the re-routing of the drug trade through Central America are not helping the situation. On the other hand, nearby Costa Rica has achieved a much higher standard of human rights, public safety, and political stability. Why? This research builds upon the public service literature to better understand the distinctive nature of motivations associated with pursuing careers in the public sector. Previous research has shown that a wide variety of socialization experiences help to develop one's public service motivation (PSM). This dissertation proposes a conceptual framework that integrates stakeholder and compliance theory and employs a multi-method approach to examine the influence of stakeholders, bureaucratic discretion and external environment on nursing home inspections and enforcement. Negative binomial regression analysis was conducted on a population of 655 nursing homes in New York to identify determinants of variation in compliance and enforcement (as measured by deficiency citations). As hypothesized, organizational characteristics (i.e., nursing home bed capacity, sponsorship, occupancy rates and Medicaid revenue) were significant predictors of regulatory compliance and quality of care. This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010). The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The focus of this research is to find the differences of how each state’s welfare policies have changed since the welfare reform act of 1996, and also how recipients have responded to this change. In my analysis I combined data from the U.S Department of Health and Human Services, the Bureau of Economic Analysis, and the U.S. Department of Commerce. Rather than view the alleged proliferation of “czars” in recent presidential administrations as a threat to the constitutional order, we consider it part of an ongoing reorganization of the presidential branch designed to maximize leadership capacity as presidents continue to take more responsibility for policy development and implementation, a phenomenon driven as much by congressional abdication as presidential zeal for power. The real debate lies over whether the president can delegate his constitutional authority to those who work beneath him. We posit that presidents may choose to delegate within their own discretion, so long as it is within the limits …
