This article argues despite opportunities to learn valuable strategic lessons from Denmark’s effort in the Afghanistan War (2001–14), Danish civil authorities implemented a comprehensive approach policy that failed to establish a bridge to lessons learned by the military. Denmark’s experience in the Afghanistan War demonstrates promises and perils of lessons learned processes.

Such provisions can form the basis for the kinds of government ethics training that helps to minimize wrongful conduct by public servants and reduces the risk that the performance of official duties will be clouded by appearances of impropriety. The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. Exploring The Link: Administrative Exclusion And Second Order Devolution, Rhucha Samudra

Journal of Public Management & Social Policy

Devolution was embedded in the 1996 welfare reform. Using the National Survey of America’s Families, this article explores the relationship between living in a Second Order Devolution (SOD) state and administrative exclusion from a welfare program. Results from the logistic model indicate that low-income clients and single mothers living in a SOD state had an increased likelihood of administrative exclusion. Administrative exclusion reflects bureaucratic choices and rules violations—implying some of these individuals and families may be leaving welfare without having achieved self-sufficiency. Results suggest that a careful evaluation of the state welfare performance measure and of the devolution of authority …

They have learned that governments who have earned the trust of their citizens are more effective in serving the people and are generally able to accomplish more. This paper is intended to restate the case for the development of an "ethical theory of accountability" as an alternative to current theoretical frames being applied by students of accountable governance. I would emphasize the word "alternative" at this juncture, noting that an ethical theory should not be regarded as replacement for current models; rather it is offered as a reframing of accountability that can provide a significantly different perspective -- one rooted in (and built upon) ontologically distinct presuppositions about the nature of account-giving/receiving.

State prison systems, particularly in the Southern US, have been overpopulated for decades with unlikely support for building new prisons which has led to overcrowding. Policy makers, however, have adopted mandatory minimum policies that include harsher sanctions for habitual offenders which exacerbated the problem of overcrowding, yet little is understood about how sentencing reform is associated with overpopulation. Using Clear and Schrantz conceptualization of prison population change, the purpose of this quantitative descriptive study was to understand how one prison system in a southern state was impacted over a 10-year period by the implementation of mandatory minimum sentencing requirements. This study tells the deep, rich story of Evelyn T. Butts, a grassroots civil rights champion in Norfolk, Virginia, whose bridge leadership style can teach and inspire new generations about political, community, and social change. Butts used neighbor-to-neighbor skills to keep her community connected with the national civil rights movement, which had heavily relied on grassroots leaders—especially women—for much of its success in overthrowing America’s Jim Crow system of segregation and suppression. She is best-known for her 1963 lawsuit that resulted in the U.S. Supreme Court’s 1966 decision to ban poll taxes for state and local elections, a democratizing event …

Political division has plagued Northern Ireland since its partition from the rest of Ireland in the 1920s. Current literature recounts the role of nationalist actors in the violent struggle that erupted in 1969 initiating a 3-decade period of civil strife described as the Troubles. However, very little scholarly coverage exists providing details of nonviolent resistance on the part of some community members. The purpose of this interpretive phenomenological study was to examine the meanings and perceptions evoked from Irish nationalists from Belfast and Derry who chose to challenge security policies through nonviolent actions from 1970 through 1981. This dissertation aims to reclassify municipal structures of the U.S. municipalities and investigates the effect of municipal structures on government fiscal management outcomes, including fiscal conditions and fiscal slack balances. This dissertation is comprised of four chapters. The first chapter briefly introduces, and each of the remaining three is an independent research article. The second chapter investigates seven essential structural characteristics of the U.S. municipalities and constructs a municipal structure political-administrative index. It then examines the determinants of municipal structures on a political-administrative dimension. Nongovernmental organizations (NGOs) and the state contribute considerably to the unique state of Caribbean politics, yet their relationship is turbulent which prevents effective policymaking. Specifically, the problem this study addressed is the turbulent relationship between NGOs and the state in Trinidad and Tobago from a postinternational framework. The purpose of this research was to provide an explanation of the NGO-€state relationship through the postinternational concepts of turbulence and distant proximities. This study attempts to understand how the functionality of the mayor-chief administrator officer (CAO) relationship impacts the ongoing operation of these two local government positions. Looking at the structural and interpersonal aspects of the lived experience of this relationship enlightens us as to the manner in which the relationship functions. A review is made of literature on local government, generally, and on the separate roles of mayors and CAOs as well as the limited research on how their relationships operate. This dissertation investigates the effectiveness of anti-corruption policies implemented across the United States that significantly reduce public sector corruption. In addition to the normative desire to combat corruption, it documents, the economic impact that corruption has on each state's per capita gross domestic product. To investigate public sector corruption articles between the years 2010 – 2015were reviewed for news stories that report on public sector corruption at the state level and below. The practical implications of this dissertation, if incorporated into a state level anti-corruption policy, could be used to reduce public sector corruption and increase that states' economic health. …

The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. The 2018 Midterms included elections for all 435 members of the House of Representatives, including four seats in Nevada. Committees are the defining characteristic of the modern legislature. While the centrality and study of party politics goes back further than committee politics, the focus on committee systems emerged over the course of the twentieth century, and legislatures could not function as we understand them without this mechanism. The United States Congressional committee system is the most studied system, yet virtually every country utilizes a committee system of some sort within its legislature.
