Centralized governance has predominantly characterized Latin America, with few countries adopting decentralized systems or federalism. This study explores why decentralization and federalism remain uncommon in the region, focusing on Ecuador’s persistent centralist traditions. Despite federalism being proposed as an alternative governance model, its adoption has been limited due to structural constraints and historical legacies. Ecuador’s centralized authority, rooted in its independence, has shaped institutional arrangements and political dynamics over time. In Nepal, landless populations can broadly be categorized into two groups: urban squatters and rural landless families. Each group can further be distinguished by its level of political connection and access to power.

Among urban squatters, politically connected groups often occupy open public spaces in cities with some degree of protection or tolerance from political parties. In contrast, less powerful urban squatters usually settle on public land because they cannot afford formal housing. These settlements are commonly located in unsafe or marginal areas, such as riverbanks, flood-prone zones, and unused public spaces. Despite these risks, many remain in urban areas …

This paper will evaluate how security governance contributes to both the development of democracy and the establishment of stable institutions within newly independent post-colonial states in Africa. Security governance is examined here as it relates to the long-term influence of colonial legacy, military presence, and the politicization of the security services. The authors have based their analysis of this issue on qualitative data gathered from Nigeria, Ghana, South Africa, Democratic Republic of Congo, and Kenya. This dissertation presents a qualitative analysis of a targeted financial literacy program designed for African American college students. The dissertation examined how African American college students describe and make meaning of their participation in a targeted financial literacy program, particularly in relation to the program’s structure, content, and delivery. Despite growing interest in financial literacy education, interventions that acknowledge the persistent wealth gap and systemic financial inequities faced by African Americans remain underexplored. Since the 1960s, the United States has experienced a persistent decline in public trust in government. The Founders believed that government could only function with the consent of the governed, making this erosion of trust a significant concern for democratic legitimacy. In response, many scholars and practitioners have championed transparency as a pillar of sound governance and a potential remedy for rebuilding trust. However, the solution may not be as simple as improving openness. This dissertation considers the role of shareholder resolutions and employee strikes as representations of activist activities targeting corporations and their influence on corporate political activity (CPA). The study builds from the McDonnell and Werner (2016) study in Administrative Science Quarterly, “Blacklisted businesses: Social activists’ challenges and the disruption of corporate political activity” that assessed the role of consumer boycotts vis-à-vis CPA. Creating a more diverse, equitable, and inclusive (DE&I) workforce produces beneficial organizational outcomes, such as decreased turnover, improved creativity and innovation, and improved organizational performance (Diaz-Garcia et al., 2013; Gomez & Bernet, 2019; McLeod et al., 1996; Singh & Selvarjan, 2013). While the private sector has placed much emphasis on improving DE&I in their hiring practices, whether the federal government has achieved comparable outcomes remains unclear. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. Patriotism, an important determinant of American civil-military relations, is in decline among many Americans. This article analyzes the results of an extensive national survey fielded to assess Americans’ attitudes and finds that more veterans value patriotism than Generation Z nonveterans, that Americans’ trust in their military is correlated with their value for patriotism, and that members of Generation Z are more likely to consider serving in the US military if they value patriotism. Although patriotism is normally a source of national unity, it may now be a source of division between veterans, nonveterans, and Generation Z.

This article argues that Russia’s Arctic land forces have been weakened by the Russia-Ukraine War and NATO’s northern expansion, creating a strategic window for Western militaries to bolster their Arctic capabilities. This research study examines how gender-based violence (GBV) policy in the United States marginalizes Black women through race-neutral language and punitive frameworks. Despite facing disproportionate violence, Black women are often excluded from policy narratives, debates, and institutional priorities. Grounded in Black Feminist Thought and the Narrative Policy Framework, this study investigates how exclusion operates across legislative, digital, and institutional domains, and how Black women in public service resist and reshape GBV policy through care-centered, survivor-informed practices. This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center.
