Community-owned forests may be the answer for some U.S. communities now confronting unanticipated and unwanted large scale land use changes – changes that could irrevocably change their local landscapes and quality of life. Across the country, millions of acres of private forest lands are being put up for sale as the forest products companies who own them find other, cheaper sources of supply. If, as is likely, purchasers divide and convert the forests to residential or other development uses, nearby communities face losing the critical economic, environmental, recreational, social, cultural, and aesthetic values and benefits those forests have traditionally provided. …

The Department of Energy has set forth a proposal to use an Alternative Landfill Design (ALD) for the Mixed Low Level Waste disposal facility, in Area 5 of the Nevada Test Site in place of a traditional engineered liner for the facility. The purpose of this thesis is to examine the impasse between the DOE and the State of Nevada regarding the proposal of placing a traditional liner versus the alternative landfill design, using a case study method to provide recommendations to policy makers and the NTS CAB. The U.S. Forest Service (USFS) has implemented the Healthy Forests Initiative (HFI) (2002), which streamlines the NEPA process for proposed forest fuel reduction projects. A key question is whether the USFS’s streamlined NEPA process produces an adequate environmental document and fulfills regulatory requirements. This thesis evaluates whether the streamlined approach practiced by the USFS under the HFI satisfies the NEPA requirements. A review of four streamlined documents assesses whether these requirements are met. The following NEPA requirements in particular are explored for each project to determine whether the NEPA requirements are met: consideration of a reasonable range of alternatives to …

This study evaluated the use and effectiveness of the Xeriscape Conversion program, dubbed the “Water Smart Program,” administered by the Southern Nevada Water Authority. The Conversion program is used by five water purveyors throughout Southern Nevada. Because of phenomenal growth in the area, water has become one of the most valuable resources. With its limited availability, conservation has become the logical solution to ever increasing demand. For unknown reasons horses went extinct on the North American continent approximately ten thousand years ago and were subsequently reintroduced by Spanish settlers in the 1400's. As European settlers moved westward, horses were perceived as competition for grasslands and their numbers were curtailed. Wild horses were granted Federal protection in 1959 with the passage of the 'Wild Horse Annie' law and further protected with the passage of the Wild, Free-Roaming Horse and Burro Act of 1971. Level Adjusted Exponential Smoothing: A Method For Judgmentally Adjusting Exponential Smoothing Models For Planned Discontinuities, Dan Williams, Don Miller

Forecasters often make judgmental adjustments to exponential smoothing forecasts to account for the effects of a future planned change. While this approach may produce sound initial forecasts, it can result in diminished accuracy for forecast updates. A proposed technique lets the forecaster include policy change adjustments within an exponential smoothing model. For 20 real data series representing Virginia Medicaid expenses, initial forecasts and forecast updates are developed using the proposed technique and several alternatives, and they are updated through various simulated level shifts. In 1995, Boulder City bought from the federal government 167 square miles of land in the Eldorado Valley which is located approximately seven miles west of the city. Soon afterward, the current landfill in Boulder City began accepting construction waste from Las Vegas. The large dump trucks had to travel through Boulder City on route to the landfill. In doing this they passed through three school zones and residential areas. When residents began complaining about the trucks, the Boulder City City Council began investigating various ways to solve the problem. The solution they adopted was to construct a new landfill …

The purpose of this case study is to analyze the perceptions of city council members in formulating and implementing policy on the Lake Gaston Water Supply Project in Virginia and North Carolina. A comparison of the perceptions of twenty-three members of three city councils: Henderson, North Carolina; Roanoke Rapids, North Carolina; and Virginia Beach, Virginia serves as the basis for analysis. Their perceptions of the issues and how they view other actors in the intergovernmental arena, within the context of the Lake Gaston Water Supply Project.

This paper formalizes and empirically tests the hypothesis that the deficient maintenance of public infrastructure is caused by fiscal distress. We utilize a production-decision framework in which public officials combine maintenance and new capital to produce a desired level of capital services. The behavior implied in the fiscal distress hypothesis is treated as perverse deviations from the optimal production path. The empirical findings from cross-sectional expenditures data give support to the fiscal distress hypothesis.

In April 1952, the National Park Service was requested by Representative E. Y. Berry of South Dakota, to consider the possibility of giving national recognition to Wounded Knee Battlefield, on the Pine Ridge Indian Reservation of South Dakota. Limited Date on the battlefield was presented on April 22 to the Advisory Board on National Parks, Historic Sites, Buildings, and Monuments. The Board asked that a field investigation and report be made by the Service to secure more comprehensive data.
