Project Background

This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. The Latino Action Network Foundation [LANF], its sister organization the Latino Action Network [LAN] and longtime ally, the Fair Share Housing Center [FSHC], have collaboratively monitored affordable housing issues in New Jersey for more than a decade. As part of its ongoing work, LANF sponsored a housing roundtable on September 10, 2021, to assess the affordable housing situation in the state and offer policy recommendations. This research explores the ways in which non-state actors have responded to the COVID-19 pandemic in Nepal and the needs present in the months before drastic increases in cases began on May 11th. In doing so, it describes how social and political inequality within Nepal has caused people experiencing the most need to be left out of early phases of the COVID-19 pandemic relief effort. This research includes a literature review which situates Nepal amidst the global pandemic as well as interviews with non-state actors currently responding in Nepal. Los Angeles County (LAC) low-income communities of color experience uneven asthma rates, evidenced by asthma emergency department visits (AEDV). This has partly been attributed to inequitable exposure to diesel particulate matter (DPM). Promisingly, public parks and open space (PPOS) contribute to DPM mitigation. However, low-income communities of color with limited access to PPOS may be deprived of associated public health benefits. Therefore, this novel study investigates the AEDV, DPM, PPOS nexus to address this public health dilemma and inform public policy in at-risk communities. This research discusses the challenges of establishing a collective memory for gay victims of the Nazi terror in World War II and examines the introduction of gay victimhood into the public sphere through memorialization efforts. While scholarly accounts on gays and the Holocaust emerged in the 1970s, little is known about the emergence and consolidation of a public narrative on gay persecutions under the Nazis. It raises important questions, including why a public voice for crimes against sexual minorities in World War II emerged only hesitantly? It is a seldom-discussed fact that English-speakers in America enjoy a quality of health care that is not necessarily afforded to non-native speakers receiving care at the same facilities. Policy regarding what is required of health institutions in terms of translation services is exceedingly vague, and implementation of this policy is inconsistent. This lack of guidance makes it possible for many patients needing interpreters to fall through the cracks. The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

This study examines the relationship between citizens, political parties, and local government in Nepal. Specifically, the research focuses on the relationship as it pertains to the decision-making processes in the VDC and DDC in Salleri, Solukhumbu. Through interviews with individuals at the policy level in Kathmandu, officials in Salleri, and residents of Salleri, the research studies this interaction and how it relates to citizen’s individual agency, political parties’ role as a middleman, and local government’s ability to communicate with local residents. This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.

Recent developments in women’s legislative rights in Jordan, and rising interest in women’s issues throughout the world, have sparked interest in women’s political participation. The purpose of this study is to investigate why, despite numerous advancements for women in Jordanian society, women have not gained greater representation in political processes. This study is based primarily on interviews with 15 Jordanian women between the ages of 18 and 36, as well as interviews with 6 professionals in the field of women’s studies in Jordan. As the Latino population in Massachusetts continues to grow, there has been a corresponding increase in the number of Latinos achieving elected office throughout the state. Twenty years ago there was only one Latino serving in elected office in Massachusetts—Nelson Merced. In 1995, there were only four elected officials who were Latino and no state representatives. Today, through the hard work of candidates, activists, and Latino community activists and organizations, there are three Latinos serving as state legislators, fourteen holding municipal office, and an increasing number of campaigns at all levels of municipal and state government being conducted.

The implementation of the Federal Food Stamp program affords an opportunity to do responsible research on this topic due to the manner in which the program is administered. The fact that coverage is authorized on a county basis rather than a state-wide basis, which requires that each individual county request and apply for the Stamp Program, provided the availability of a sample area in southern Kentucky where five contiguous counties existed, three of which were participating in the program and two of which were not. This permitted both a control and experimental group from which to draw a sample.
