Preventing State Budget Crises: Managing The Fiscal Volatility Problem, David Gamage

Forty-nine of the U.S. states have balanced budget requirements, and every state acts as though bound by such constraints. These constraints create fiscal volatility - the states must either cut spending or raise taxes during economic downturns, while doing the opposite during upturns. This paper discusses how states should cope with fiscal volatility on both the levels of ordinary politics and of institutional-design policy. On the level of ordinary politics, the paper applies principles of risk allocation theory to conclude that states should primarily adjust the rates of broad-based taxes as their economies cycle, rather than fluctuating public spending. The Presidential Management Fellows (PMF) Program aims to attract high-performing graduate students into federal service. Given the measured performance of past participants, or Fellows, many Federal agencies use the PMF Program as a cornerstone of their succession planning. Since its inception in 1977, the PMF Program has used a variety of selection mechanisms to identify and assess candidates. The most recent alteration in the PMF Program‟s selection mechanism in 2007 has raised questions of efficiency. Microfinance institutions (MFIs) are always often faced with high operating costs to provide financial services to the poor people and Small and Medium Enterprises. Information and Communication Technologies (ICTs) has been found to promote the dual objective of microfinance - sustainability and outreach to the poor people. Using a quantitative survey and descriptive research approach, this paper has established the extent to which ICT has been used in the microfinance institutions in Uganda. The financial crisis that erupted in 2007 revealed a major gap in the management systems of government and business. For the most part, governments focused on revenue growth, productivity, cost control and quality. There were many interrelated factors involved with the failures but two in particular stand out in my mind: a failure to explicitly account for risk when formulating organizational strategies and a failure to monitor and manage the risks that they had identified and assumed. Motivated To Serve: An Empirical Examination Of Motivation And Consequences In The Public And Nonprofit Organizations, Sung Min Park, Jessica Word

This article draws upon a sample of nonprofit and state government managers to examine the role that service motivation plays in both sectors. The research addressed three main questions: 1) what are the main motivational types and constructs of managers in the public and nonprofit sectors? 2) what differences exist between these sectors in terms of level of motivation? And 3) what are the long-term and short-term consequences of different types of motivation? Our findings suggest that in many ways public and nonprofit managers are similar in terms of the importance of intrinsic versus extrinsic rewards. Public and nonprofit managers …

There were three primary purposes of this study. First, the study sought to increase the knowledge base of motivations that females hold for assuming the school superintendency while simultaneously comparing and contrasting results with male counterparts. Second, the study analyzed the degree to which motivations for assuming the superintendency were realized once the female assumes the position. The third purpose of the study was to analyze the degree to which female superintendents have profited from a role model, or mentor, to help them find their way through the unexpected anxieties while assuming the profession. 111 Of the 222 respondents, 32 …

Controlling The Cost Of Municipal Health Insurance: Lessons From Springfield, Robert L. Carey

The study finds that, by joining the Group Insurance Commission (GIC), Springfield cut increases in its health care costs an estimated $14 million to $18 million over two years. It saved an additional $5 million per year by requiring eligible municipal retirees to enroll in Medicare Part B as a precondition of receiving supplemental health coverage from the City. These two actions, together, reduced increases in the City’s health care costs an estimated 15-19% annually, on average, with savings growth each year due to compounding. The majority of local governments lack sufficient resources to respond effectively in an independent manner to a disaster or large-scale emergency. To achieve success, they must work closely with other organizations. The research problem is that regional emergency response relationships are not well understood, which could lead to ineffective or inefficient practices. The research purpose was to describe and analyze regional emergency response in Hampton Roads, Virginia. Increasing economic globalization has coincided with the emergence and escalating influence of non-state actors and organizations in domestic and international policymaking, from shaping policy agendas to promoting private authority. The latter phenomenon has arisen, at least in part, from a critique of states' failures to adopt effective and enduring environmental policies. Rather than contest "command and control" institutions, non-state strategies embrace market approaches built around incentives and price mechanisms. Several forms of non-state authority have emerged, including corporate social responsibility, provision of information through labeling, and self-reporting.

This is an ethnographic study of police deviance and police reform. This study investigates how organizational members rationalize the torture they perpetuated in the past, how they explain their sensemaking process and organizational identity change during the change process using empirical data from a counterterrorism division of the metropolitan police department (MPD) in a prospective member state of the EU.

This study develops a mapping method for studying a collective judgment building process in a decision-making group. Environmental uncertainties and a lack of information require a decision maker to make judgments about various issues relevant to the decision task. In a group setting, the members together weave their structural model of the system with available information to build a collective judgment for the decision task.

The commons is a theoretical formalism that is useful in understanding many diverse problems of civil society. A common (or commons) is an economic, political, social, and legal institution that enables joint, shared, mutual or collective natural or social action by agents using a “pool” of shared or jointly held or mutually controlled resources. A substantial body of work exists detailing natural common resource pools acted upon by physical or biological agents. Another large body of work on humanly-directed natural resource pools study the human-natural environment interface, interspecies conflict and population density. Adequate tax revenues are critical for a government to operate and maintain the delivery of services that its citizens depend. The stability of these revenues is necessary for a government to accurately forecast future revenue growth and to ensure that balanced-budget requirements are met. The Lexington-Fayette Urban County Government (LFUCG) depends upon five primary tax sources for nearly 95% of its tax revenue. These taxes comprise the city’s tax revenue portfolio and include the business net profits tax, employee withholdings tax, franchise tax, insurance premiums tax, and the property tax. Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.

The City of Las Vegas Human Resources Department requested the evaluation team examine the perception of fairness in the promotional selection process as demonstrated by the results of the 2007 Diversity and Inclusion Survey and related complaints from some of the employees. Based on discussions with the Human Resources department and subsequent interviews with other stakeholders, the main focus of the evaluation team covered the strengths and weaknesses of the promotional process and determining the reasons for the perceived preferential treatment in the promotional process as expressed by city employees who responded to the 2007 Diversity and Inclusion Survey. Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution.

The article shares the author's views on managing with foresight. According to her, strategically managing with foresight has always required with informed understanding. She stresses that one of the most effective disciplines for learning from experience is After Action Review (AAR). This article summarizes U.S. Sarbanes-Oxley Act section 404 internal control reports that reveal material weaknesses due to inadequate disaster recovery planning. According to the authors, Section 404 applies to public companies with over $75 million in public float. They advise that auditors evaluating internal control over financial reporting must consider key information technology-related risks and controls that affect financial reporting, including issues related to disaster recovery planning.
