The Politics Of Race And The Florida Gubernatorial Election Of November 2018, Laird W. Bergad

Introduction: This report studies the voter registration rates in face of the new Florida Gubernatorial elections in November 2018.

Methods:Using the latest voter registration data by race and party in Florida of July 30, 2018, this report provides an accurate statistical profile of the actual registered electorate. It also utilizes the U.S. Census Bureau’s data on the presidential election of 2016 and the November 2014 mid-term election, to indicate voter participation and voting rates by race and age.

Results: While nearly 64% of eligible non-Hispanic white voters went to the polls and supported the Republican candidate for president in 2016 …

It is a seldom-discussed fact that English-speakers in America enjoy a quality of health care that is not necessarily afforded to non-native speakers receiving care at the same facilities. Policy regarding what is required of health institutions in terms of translation services is exceedingly vague, and implementation of this policy is inconsistent. This lack of guidance makes it possible for many patients needing interpreters to fall through the cracks. This project will examine current policy guiding interpretive services in the U.S., and will recommend more specific guidelines that would improve quality of care for limited English proficiency individuals. Institutional Theory And The History Of District-Level School Reform: A Reintroduction, Judith R. Kafka

In this chapter I make my case for the utility of institutionalism for historians of education, first by explaining institutional theory and how it has been applied to, and shaped by, the study of schooling, and then by applying new theoretical developments to district-level historical research using examples drawn from earlier chapters in this volume. Ultimately, institutional theory may help us to interrogate Tyack and Cuban’s notion of institutional change in schools, by elaborating on their construction of the change process through specific, embedded, settings, and by rethinking how we determine what “counts” as change in schools and districts.

The administrative state is suffering from a crisis of legitimacy. Many have questioned the legality of the myriad commissions, boards, and agencies through which much of our modern governance occurs. Scholars such as Jerry Mashaw, Theda Skocpol, and Michele Dauber, among others, have provided compelling institutional histories, illustrating that administrative lawmaking has roots in the early American republic. Others have attempted to assuage concerns through interpretive theory, arguing that the Administrative Procedure Act of 1946 implicitly amended our Constitution. Solutions offered thus far, however, have yet to provide a deeper understanding of the meaning and function of the administrative state …
