From Statute To Classroom: The Implementation Gap In California's Queer-Relevant Sex Education Policy, Alejandro Quiroz-Novela

This thesis examines why strong sex education laws do not reliably translate into consistent classroom experiences for LGBTQ+ students. Using a qualitative single-case study of California, it traces the evolution from SB 71 (2003) to the California Healthy Youth Act (CHYA) (2016) and analyzes how mandates move through a decentralized governance chain. Drawing on statutes, legislative records, state guidance, curriculum review tools, advocacy reports, media accounts, and public indicators, the study focuses on implementation mechanisms rather than estimating causal health effects. Watson Institute for Urban Policy and Research at Kean University, in partnership with New Jersey Legislative Black Caucus, under the leadership of the Honorable Assemblywoman Shavonda E. Sumter, hosted a series of community conversations to bolster the statewide urban policy agenda on collaborative, evidence-informed solutions to prevent and reduce violence in urban centers and for all New Jerseyans.

Contemporary research in the policy sciences places effectiveness as the central goal of policy design. This emphasis permeates both micro-level design considerations for specific policy calibrations, as well as more meso-level policy tool and tool mixes. Effective instrument design, therefore, augments the task of looking at individual tools to considering them as tool ‘compounds’, that comprise of substantive and procedural means interacting through the process of designing tools and subsequent tool calibrations. Social Construction, Knowledge Utilization, And The Politics Of Poverty: A Case Study Of Washington State’S General Assistance Reform, Yu-Ling Chang

This paper addresses a gap in welfare reform literature by investigating the social constructions of poor people in state policymaking within the context of diminishing General Assistance (GA) after the Great Recession. Using Social Construction and Policy Design Theoryand thematic content analysis of Washington State’s legislative archives, I found that the negative constructions of GA recipients as deviants with undesired psychological and behavioral problems were associated with the reform direction toward a regulated, punitive model. These constructions, intersecting with the ideologies of personal responsibility and work ethic, contribute to the dismantling of the social safety net for the Washington’s poorest …

This paper uses a policy design perspective with which to examine the formulation of programmes that are based on the concept of co-production. In doing so, the paper reviews essential literature on policy design and co-production to identify that a limited focus on outcomes and specifically how behavioural change can make these outcomes sustainable represents a major gap in the current discussion of co-production. We firstly argue that in designing programmes involving co-production, outcomes need to be considered at the initial design stages where broad policy objectives are being defined. A roadmap for `new policy design' studies now exists in the orientation which has emerged in recent years towards the formulation of complex policy mixes.The new design orientation focuses on bundles or portfolios of tools and the interactive effects which occur when multiple tools are used over time in policy packages designed to address multiple goals, and upon more complex multi-policy and multi-level design contexts.This review article examines the differences between the `old' instrument orientation and the `new' design one, setting out the current research agenda in this field and its rationale.

The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems.
