The frequency and cost of natural disasters is rising globally, most especially in developing countries where the most severe effects of climate change are felt. However, while climate change is indeed a strong force impacting the severity of contemporary catastrophes, it is not directly responsible for the exorbitant cost of the damage and suffering incurred from natural disasters -- both financially and in terms of human life. The Changeworks Committee of the Groundworks Collaborative was created in 2014 to implement advocacy that would build public support for long-term policy changes addressing the root causes of homelessness in Windham County Vermont. This research focused on the work of this committee, and posed the question: How does reframing homelessness as a systemic issue instead of an individual issue impact the public perception of the problem in Windham County, Vermont? I argue that reframing perceptions of homelessness as the result of systemic failure and not as a problem of individual choice is key to building public support for solutions. Additionally, …

This thesis explains how national media shape Indian foreign policy toward Pakistan. I use empirical research to explore the contribution of national media to the formulation of policy during the 1999 Kargil War and 2001 Agra Summit between India and Pakistan. I created a database of news articles in the leading national English newspapers—The Times of India and Hindustan Times and then coded and analyzed them. I analyze the media’s role by identifying trends in media strategies such as framing, agenda setting, and manufacturing consent. The Economic Impact Of City-County Consolidations: A Synthetic Control Approach, Joshua Hall, Josh Matti, Yang Zhou

Although more rapid development is a primary motivation behind city-county consolidations, few empirical studies explore the impact of consolidation on economic development. No studies look at government consolidation in the United States using modern causal inference methods. We use the synthetic control method (SCM) to examine the long-term impact of city-county consolidations on per capita income, population, and employment. The results from the three cases explored indicate that consolidation does not guarantee development and actually can have negative effects. Additionally, consolidation can deepen the urban-rural divide by accelerating the decline of rural populations relative to those of urban areas. The …

The Tea Party movement’s effect on local and regional planning in Virginia has received little study. This work identifies how conservative political activism has impacted planning in the Commonwealth and how planners have responded. The study relies on a qualitative approach involving 22 semi-structured interviews with activists, planners, and citizens, as well as textual analyses of planning documents, local and regional news reports, and Tea Party social media. The resultant findings show that Tea Party activism is rooted in deep seated ideals about private property rights and individualism. Amazingly, we simply don’t know how effective government spending is at achieving the outcomes the public expects and has been promised!
