Kentucky’s Department for Environmental Protection’s Division of Compliance Assistance has the Environmental Compliance Assistance Program (CAP). CAP is a relatively new program that has had little to no evaluation and measurement. However, with limited state resources to be distributed to departments, it is imperative that programs be able to justify their existence. Due to this fact, I chose to evaluate the CAP for my capstone project.

Sustainable development still remains the best option to secure a viable future. Why are some leaders more prone to implement sustainable development policies than others, and does the leaders' political orientation affect such decision-making? Leaders are often faced with constraints that make them choose policies that do not necessarily lead to sustainability from an ecological point of view. This thesis addresses these issues by examining two case studies that involve an analysis of the sustainable development policies implemented by President Lula in Brazil and President Chavez in Venezuela and the constraints that have hindered them in doing so.

Such issues as climate change, the nuclear fuel cycle, persistent synthetic chemicals, and stratospheric ozone depletion share some characteristics, including intergenerational impacts, strongly decoupled incidence of risks and benefits, substantial decision stakes and extreme uncertainty. The 1990 Clean Air Act Amendments (CAAA) established, in section 507, the Small Business Stationary Source Technical and Environmental Compliance Assistance Program (SBTCP). SBTCPs under the CAAA are designed to provide small stationary air pollution sources with technical and compliance assistance, develop tools and disseminate information, communicate requirements under the Act, and assist small businesses with pollution prevention.

In Kentucky, the compliance and technical assistance program is known as the Kentucky Business Environmental Assistance Program (KBEAP). This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …

Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. These profiles include information on the structure of the regulator, the intent of the regulation, the enforcement tools …

The Clean Water Act: Financing Combined Sewer Overflow Projects, Clyde W. Barrow, William Hogan

In 1987 Congress expanded the scope of the Clean Water Act to include combined sewer overflows (CSOs) despite continuing to reduce federal assistance for water-pollution abatement and despite the fact that CSO abatement is far more costly than previous water-quality mandates. As a result, many low-income deindustrializing cities are now subject to an additional federal mandate that many of them cannot afford without extensive federal or state assistance.
