Much recent conceptual and theoretical effort to identify and define the kinds of voluntary action that take place outside households, economic markets and governments has a consistent emphasis on negation: It seems to define these matters by what they are not: not for profit, or nonprofit, nongovernmental, unproductive, inefficient, examples of contract failure, market failure, government failure and more. This paper is a beginning effort to shift the emphasis to the positive and the describe and explain what voluntary action is and what it consists of. The disruptive arrival of Uber, Lyft, and other transportation network companies (TNCs) into American cities ignited arguments on how policy-makers should regulate such entities. Policy debates started among policymakers, companies, and existing industries and interests. In attempts to persuade policy, actors adopted a variety of language and used different levels of government to achieve policy goals. In almost all cases, TNCs were able to gain favorable policy through image framing and venue shopping – the key components to Punctuated Equilibrium Theory (PET). Los datos de las Encuestas de Valores Mundiales (WVS, 2010-2014) evidencian que en Latinoamérica el porcentaje de voluntarios varía de forma relevante de unos países a otros, tal que en Colombia el 65% realizan actividades de voluntariado, frente al 23% de Ecuador. Managing non-profit organizations (NPOs) in developing countries constitutes a challenge due to the intrinsic hardship of their missions, and the pressure of balancing their stakeholder’s interests and needs. Beyond the explicit challenges NPOs face (e.g., attracting volunteers, retaining employees, accounting to donors), we tackle the implicit obligations and returns that volunteers, employees, and donors hold towards an NPO. By introducing the concept of Stakeholder Psychological Contracts (SPC) and its three currencies (relational, transactional and ideological), we identify how each creates value for these stakeholders in a different way, using data from 409 respondents, representing 7 Bolivian NPOs. Historically, swimming pools have been a source of inequity when it comes to the distribution of recreation services in the United States. Many of the problems that correlate with the inequitable allocation of recreation resources including public swimming pools began with ideas about race, geography, poor planning practices and faulty policymaking (Rothstein, 2017). This research project conducted and then analyzed qualitative interviews from former and current addicts and criminal offenders who are voluntarily participating in the Christian faith at the same non-traditional, Protestant church. An abridged case study of this church is also provided for background and context. Life-course theory and grounded theory are utilized.

Both the offenders and this church were chosen in an attempt to better understand how the offenders’ involvement at this house of worship, along with their faith in general, have impacted them. Immigration policy in the U.S. is a confusing and inadequate system, the shortcomings of which directly impact the lives of millions of individuals, children, families, and communities. Its primary inadequacies include an overall lack of clearly defined policies and procedures, confusion among immigration authorities and child welfare practitioners regarding proper procedures, and non-compliance with procedural standards by immigration authorities. Those shortcomings have largely resulted in many immigrant families being separated from each other, immigrant children experiencing trauma, and a widespread disregard for unauthorized immigrants’ both constitutional and human rights. This Article examines the constitutionality of statutes which allow courts to transfer outstanding legal financial obligations to private debt collection agencies. In Washington State, the clerk of courts can transfer the legal financial obligation of a formerly incarcerated person if he or she is only thirty days late making a payment. Upon transfer, the debt collection agencies can assess a “collection fee” of up to 50% of the first $100.000 of the unpaid legal financial obligation, and up to 35% of the unpaid debt over $100,000. The discussion regarding government benefits and reliance on welfare benefits is one that takes place in arenas of policymaking and academia alike. These discussions often focus on poverty that exists in densely populated metropolitan areas, resulting in a scarcity of research regarding unique characteristics of rural poverty. Eighty-four rural Louisiana women participated in a longitudinal study of the impacts of welfare reform in their lives. Twenty years later, two (N = 2) rural Louisiana women, each former welfare recipients, participated in an in-depth qualitative case study examining their transition away from welfare programs. Parents who are knowledgeable of special education are more likely to engage in their child’s education. Parents seek information about special education from a number of sources including State Departments of Education (SDEs). However, little is known about the web-based special education resources SDEs provide to parents. We sought to address this gap by conducting a comprehensive review of SDE websites and special education resources. Two-thirds of SDEs provided special education resources in a parent-designated section of their website. The transition from proactive survey and clearance to reactive risk management represents a crucial moment in the life of a mine action program. Relevant frameworks and standards, including the International Mine Action Standard (IMAS) 07.10, usually require that all reasonable effort is applied and a tolerable level of risk with regards to a mine or explosive ordnance (EO) threat is achieved in order to move to a residual state. Such transition requires the application of risk management principles, as stressed in the IMAS 07.14: Risk Management in Mine Action.

Residual risk from unexploded ordnance (UXO) is a by-product of all modern conflicts. Developed by the Geneva International Centre for Humanitarian Demining (GICHD), the Management of Residual Explosive Remnants of War (MORE) program seeks to characterize risk and carefully examine the factors involved in reducing long-term risks from munitions.¹ MORE looks at many factors, including the impacts of time on munitions, explosives, and fuzing systems.
