Missed Opportunities: A Chance To Develop Synergy Between Humanitarian Mine Action And Humanitarian Forensic Action, Patrick Nowak
Missed Opportunities: A Chance To Develop Synergy Between Humanitarian Mine Action And Humanitarian Forensic Action, Patrick Nowak
The Journal of Conventional Weapons Destruction
This article aims to identify the opportunities for synergy that exist globally between humanitarian mine action (HMA) and humanitarian forensic action (HFA) through the lens of their specific objectives. Moreover, it recommends how best to leverage existing touchpoints and establish networks between the two disciplines; explores the access and placement that can enhance both mine action and forensic objectives; shows how subject-matter experts currently remain underutilized in explosive mitigation missions and human remains recovery operations; and indicates how to remedy that through combined efforts.

Mine Action In Afghanistan And Tajikistan: Challenges And Opportunities, Markus Schindler
Mine Action In Afghanistan And Tajikistan: Challenges And Opportunities, Markus Schindler
The Journal of Conventional Weapons Destruction
Rugged mountains, challenging road conditions, ongoing security concerns, and a fluctuating donor landscape present a wide range of obstacles to mine clearance efforts in Afghanistan and neighboring Tajikistan. The Swiss Foundation for Mine Action (FSD) first entered the region in 2001 in the wake of the US-led invasion of Afghanistan. Since then, the mine action sectors in both countries have seen significant progress and growth. FSD has been part of this process since its early days through its country programs in Tajikistan and Afghanistan, engaging in a variety of mine action activities including clearance (manual, mechanical, and with mine detection …

Tajikistan, a State Party to the Anti-Personnel Mine Ban Convention (APMBC) since 1 April 2000, contains a significant number of landmine victims and survivors. The Tajikistan National Mine Action Center (TNMAC) is using the Information Management System for Mine Action (IMSMA) Core for its data collection and reporting, including information on persons killed or injured by mines as well as their needs and challenges. This information is disaggregated by gender, age, and disability. Since 1992, the total number of casualties resulting from accidents with landmines and explosive remnants of war (ERW) is 885 (535 survivors; 350 fatalities).
National Capacity Building For Humanitarian Mine Action Activities In Iraq, Mark Wilkinson Phd
National Capacity Building For Humanitarian Mine Action Activities In Iraq, Mark Wilkinson Phd
The Journal of Conventional Weapons Destruction
In the last two years, the United Nations Mine Action Service (UNMAS) Iraq has conducted detailed research into its management and delivery of improvised explosive device (IED) clearance activities. Some of this research has already been published, providing a more detailed insight into how operational efficiency and effectiveness can be developed from models and tools derived from on-the-ground evidence. Much of this research has been shown to have real-world application. The purpose of this research has actually been quite simple: show that when methodologically sound observation and analysis are contextualized within an operational mine action environment there can be clear …

Environmental Soil Sampling And Analysis: Application In Supporting Sustainable Land Use Practices In Areas Impacted By Explosive Ordnance, Bui Doan Bach, Kimberly Mccosker, Linsey Cottrell
The Journal of Conventional Weapons Destruction
Assessing the humanitarian impact of explosive ordnance (EO) has been an integral part of the land release process for decades. However, rarely have environmental aspects been included, despite the fact that EO can impact the environment in several ways, adding to the overall humanitarian impact of the use of explosives.

Proof: How Tir Imaging Can Locate Buried Cluster Munitions In The Iraqi Desert, John Fardoulis, Xavier Depreytere, Jonathon Guthrie
The Journal of Conventional Weapons Destruction
In this article, we follow on from our previous work published in The Journal of Conventional Weapons Destruction that proved how buried thirty-year-old legacy anti-personnel and anti-tank landmines could be located using thermal infrared (TIR) sensors in the Sahara Desert, northern Chad.1 This time, the emphasis is on proving how the location of buried submunitions from cluster munition strikes in the desert of southern Iraq can be identified using TIR sensors.

New Conventional Eod And Iedd Competency Standards For Mine Action: Notes On T&Ep 0930, 0931, And Imas 0930, Roly Evans, Dan Perkins
The Journal of Conventional Weapons Destruction
In February 2022, the International Mine Action Standards (IMAS) Review Board approved a fully revised Test and Evaluation Protocol (T&EP) 09.30 explosive ordnance disposal (EOD) Competency Standards. It also approved amendments to the accompanying IMAS 09.30 (subject to the approval of the IMAS Steering Group and Inter Agency Coordination Group) and the T&EP 09.31 IEDD Competency Standards. The approval marked the culmination of sustained work over four years since 2018 to update not only conventional EOD competencies but to add improvised explosive device disposal (IEDD) competencies suitable for mine action rather than traditional security tasks. The changes made are significant …

Happiness And Policy Implications: A Sociological View, Sarah M. Kahl
Happiness And Policy Implications: A Sociological View, Sarah M. Kahl
Dissertations, Theses, and Capstone Projects
The World Happiness Report is released every year, ranking each country by who is “happier” and explaining the variables and data they have used. This project attempts to build from that base and create a machine learning algorithm that can predict if a country will be in a “happy” or “could be happier” category. Findings show that taking a broader scope of variables can better help predict happiness. Policy implications are discussed in using both big data and considering social indicators to make better and lasting policies.

Community Violence Intervention At The Roots (Cvi–R), Katheryne Pugliese, Paul Oder, Talib Hudson, Jeffrey A. Butts
Publications and Research
The crime and justice field recently started to label a wide array of violence prevention strategies as Community Violence Interventions. Many of these strategies depend on law enforcement and social services, but the most innovative approaches are community-centered and community-sourced. They are grassroots efforts that rely on the resources of neighborhoods and residents themselves, operating separately from law enforcement and traditional human services. Researchers from the John Jay College Research and Evaluation Center reviewed the history of community violence intervention strategies that operate at the grassroots level (or CVI-R) and examined evaluations of several community-centered approaches, providing recommendations for researchers …
Affordable Housing On Community Land Held In Trust: An Essential Component Of Sustainable Development, Kevin S. Tellez Ramos
Affordable Housing On Community Land Held In Trust: An Essential Component Of Sustainable Development, Kevin S. Tellez Ramos
Master's Projects and Capstones
This project summarizes an assessment of affordable housing development in Sonoma County - centered in an analysis of sustainability. The language of sustainability requires a new vocabulary for conversation on a broad topic. The sustainable development goals can be directed for the benefit of organizations that contribute to solutions that lack insight towards greater longevity for the at-risk members of the community (i.e., greenwashing, net-zero emissions, etc.). More recent sustainable development literature from the United Nations reveals new priorities: social, economic, and environmental sustainability. (This applies to developing nations of which the researcher believes Sonoma County, California and the United …
Our Streets: Increasing Equity In Active Transportation Planning Through Community Outreach, Jordan Hoy
Our Streets: Increasing Equity In Active Transportation Planning Through Community Outreach, Jordan Hoy
Master's Projects and Capstones
ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. Despite the fact that communities of color will benefit the most from active transportation infrastructure development, historical disenfranchisement in tandem with a lack of diverse representation within public participation contributes to an inequitable distribution of walking and biking investments throughout the city of San Francisco. While research shows that Black …

Solving For Affordability In The San Francisco Housing Crisis: Is California’S Regional Housing Needs Allocation (Rhna) The Answer?, Matthew J. Mandich
Master's Projects and Capstones
Over the last two decades San Francisco has been suffering from a worsening housing shortage and affordability crisis, as housing production has lagged far behind job growth in the city and the region. As San Francisco’s housing market is especially supply constrained due to its unique geography, long-standing zoning laws, and convoluted permitting process, it is especially difficult to add the needed housing at an acceptable rate. Overall, this housing crisis has affected middle and lower income households the most as many have been forced to relocate due to rapidly increasing rents.
In an attempt to stimulate housing production state …

The Process Of Collaboration In Regulating Street Vendors In Bandung City, Kurniadi Kurniadi, Ema Sumarna Mr
The Qualitative Report
The development of the city of Bandung, as a service and trade centre in the province of West Java, Indonesia, is experiencing problems with the complexity of urban planning, including congestion and a slum environment, one of which is street vendors (abbreviated in Indonesian as Pedagang Kaki Lima/PKL). Street vendors in the city of Bandung grow and develop, followed by process of changing economic and social characteristics. Street vendors, basically the informal sector, are slowly shifting as if to become the formal sector with considerable capital support and more robust economic and social networks. On the one hand, the existence …

Character Traits Strategic Leaders Need, Tami Davis Biddle
Character Traits Strategic Leaders Need, Tami Davis Biddle
The US Army War College Quarterly: Parameters
Strategic leaders must possess a range of skills to work successfully in complex environments. To use those skills to best effect, they rely on character traits that enhance the likelihood of their effectiveness as leaders and maximize their success when working in teams. Certain elements of character facilitate work in demanding settings that rely heavily on communication, integration, and cooperation. Programs designed to educate senior leaders must help future national security professionals identify these traits and then practice and hone them. Highlighting individuals with challenging roles in World War II, this essay analyzes the qualities of character that enabled them …

Defining And Deterring Faits Accomplis, Brandon Colas
The US Army War College Quarterly: Parameters
This article describes faits accomplis—how states attempt to seize disputed territory using military force, hoping to avoid war in the process—and offers suggestions for how to deter them. Since 1945, faits accomplis have become the most common means by which states attempt to take over territory, even though they frequently result in armed conflict. US deterrent efforts, however, often focus on stopping invasions, not limited land grabs. This study combines the traditional literature on deterrence with Dan Altman’s recent research on faits accomplis to suggest Department of Defense leaders should frame territorial disputes as a real estate market they can …

Economic Statecraft And Us-Russian Policy, Ryan J. Orsini
The US Army War College Quarterly: Parameters
This article assesses the American-Russian economic relationship, identifying how Russia exploits strategic asymmetries to gain advantage in the space below armed conflict and how the United States can modernize its economic statecraft. It draws upon a wide range of comparative research, from US-Russian military thought to the American-Eurasian economic interrelationship, to evaluate the full range of economic statecraft within a single dyad of countries in the context of coercion theory. This analysis will assist American policymakers in reforming priorities and processes according to principles of economic statecraft to sustain ongoing American coercion and set conditions for advantage upon the return …

Books, Monographs & Collaborative Studies
Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. More specifically, there is concern over China’s investments in infrastructure and sensitive technologies relevant to American and allied military operations and capabilities.

Business Faculty Articles and Research
Throughout the COVID-19 crisis, as we confronted questions about social distancing, masking wearing, and vaccines, public safety experts warned that the consequences of a misinformed population would be particularly dire due to the serious nature of the threat and necessity of severe collective action to keep the population safe. Thus, the media and the political elites (e.g., President of the United States) who possess the power to set the information agenda around COVID-19 bear a huge responsibility for the general welfare. Through automated text analysis of complete transcripts of national cable, network, and local news, we explore their narratives surrounding …

I am an adopted Asian American with an Italian last name who was raised in the Jewish faith. While I am one of the lucky ones, the One-Child Policy is responsible for how my life turned out. My intention is to confront the inhumanity of this horrific policy with my adoption story. For my senior exhibition, I created an autobiographical installation to explore my adoption story and how China’s inhumane dictatorship. The full immersive installation will …
