The United States Defense Threat Reduction Agency has a lead role within the U.S. government in making sure the solution to one problem does not create another.

A Mine-Free Central America: How Can We Improve On Success?, Carl Case

Since 1991, the Organization of American States has worked to eliminate the threat of anti-personnel landmines in the Americas. In 2010, the OAS Mine Action Program marked a major milestone toward that goal as Nicaragua completed its national demining plan to establish a once war-torn Central America as a mine-safe region. Notwithstanding the success of these efforts, it is important to understand what could have been done better to achieve mine-clearance goals more efficiently and effectively and how these lessons might be applied to other programs.

This article outlines UNODA’s goals, partnerships and recent progress with disarmament efforts, particularly concerning the nonproliferation of SA/LW around the world.

A partnership among The Humpty Dumpty Institute, The HALO Trust and Land O’Lakes International Development has bettered the lives of the Sri Lankan people by clearing the land of explosive remnants of war and providing innovative techniques for milk production, while also allowing many to return to their homes after years of displacement.

The role of non-state actors in mine action is an important and complicated issue to consider. While the United Nations does not recognize NSAs as official representatives of countries or governments, NSAs can still play an active part in reducing landmine and weapons proliferation around the globe. This article discusses the complications surrounding NSAs and the efforts being taken to include them in mine-action discussions.

Metal detection and digging are somewhat unsatisfactory approaches to locating landmines. This report presents and examines alternative detection solutions, such as ground-penetrating radar as well as neutron and magnetometry methods. A case study of these techniques in a laboratory setting and in Egyptian soil reveals their effectiveness.

With funding provided by the Humpty Dumpty Institute, Mines Advisory Group and International Relief and Development have collaborated to combat the problem of unexploded ordnance and improve affected communities. This article focuses on UXO clearance and its impact in Khammouane province.

After a decade of conflict in Nepal, the signing of the 2006 Comprehensive Peace Agreement initiated mine clearance. By December 2009, all explosives in the Maoist cantonment sites had been eliminated. This article examines the extent of Nepal’s mine-action successes, while offering a number of lessons for mine-afflicted states to consider in their programs.

This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.

The purpose of this mixed methods study was to explore the antecedents of servant leadership. The sequential explanatory research design consisted of two distinct phases: quantitative followed by qualitative. The Phase One quantitative survey collected data from 499 leaders and 630 raters from community leadership programs in the United States using the Servant Leadership Questionnaire (Barbuto & Wheeler, 2006). During Phase Two, selected leaders from phase one (N = 12) were interviewed to explain those results in more depth. The data were coded and analyzed for possible themes. Rural tourism is a popular development tool in both developed and developing countries. However, rural economic development can be problematic when considering the diversity of resources and stakeholder groups. In the Republic of Armenia the current system of tourism development is not benefiting rural communities in the regions. This study seeks to provide a deeper understanding of community dynamics in the rural region of Goris through the study of tourism integration. Bypassing realists and idealists, President Obama has staked out a boldly pragmatic approach to human rights. Critics depict the policy shift as “the downfall of human rights” and a set of “empty promises.” The problem is not with Obama’s embrace of pragmatism, or his rejection of ideology, to advance human rights. The problem is in the emphasis: human rights pragmatism should not privilege external inducements over vital on-the-ground domestic realities.

The present research examines the influence of organizational culture on organizational trust. Leaders in the present and future will try to create a culture of trust, but leaders who do not examine and understand their current culture will not be successful in changing their organizational culture. The study shows constructive behavioral norms are both predictors and influencers of trust. The results suggest that companies that want to create a culture of trust need to instill into their culture achievement, self-actualizing, humanistic-encouraging and affiliative behavioral norms. Psychological empowerment has been thoroughly studied in the workplace context. Volunteerism has also been thoroughly studied through a multitude of different facets. However, little research could be found bridging the empowerment construct into volunteerism. Therefore, the purpose of this phenomenological study was to understand the experience of empowerment among volunteers. Volunteer empowerment was discovered through four primary themes, make a difference, rewarding, lifestyle of service, and passion, and three secondary themes, autonomy, awareness, and ability. In Understanding Agriculture: New Directions for Education, the National Research Council (1988) reported, “Too many Americans know very little about the social and economic relevance of agriculture in the United States, and agriculture is too important a subject to be taught only to a relatively small proportion of students enrolled in vocational agriculture” (p.1). This article presents a pilot study that tested the Post-conflict Impact Assessment methodology conducted by MAG Cambodia (Mines Advisory Group Cambodia) in the first quarter of 2009. Funded by the United Kingdom Department for International Development, the pilot was implemented to gauge the suitability and effectiveness of the PCIA methodology to collect impact-assessment data related to MAG’s humanitarian mine-action activities. This article describes the methodology, outlines the process of the pilot study and concludes by discussing the findings that emerged from the pilot, which are currently helping to inform the development of a MAG impact-assessment tool.

This article is an endeavor to give an overview of the mine and unexploded ordnance situation in South Sudan, highlighting the role of the Bangladesh Military Demining Platoon (formerly the Bangladesh Military Demining Company). Ultimately, their efforts served to clear 2,733,858 square meters (676 acres) in five of the country’s most affected areas.
