Play Fair With Recidivists, Richard Dagger Jan 2012

Play Fair With Recidivists, Richard Dagger

Political Science Faculty Publications

Retributivists thus face a difficult challenge. Either we must go against the social grain, and perhaps our own intuitions, by insisting that a criminal offense carry the same penalty or punishment no matter how many previous convictions an offender has accrued; or we must find a way to justify the recidivist premium. I shall take the second route here by arguing that recidivism itself is a kind of criminal offense. In developing this argument, I shall rely on Youngjae Lee's insightful analysis of "recidivism as omission." I shall complement his analysis, however, by grounding it in a conception of criminal …

Forecasting The Future: The Early United States Weather Bureau, Robert T. Canning Jan 2012

Forecasting The Future: The Early United States Weather Bureau, Robert T. Canning

Honors Theses

The national weather service of the United States came into being in 1870 for the practical utility of the American people. The interaction between weather, agriculture, and commerce provided the impetus for the inception of the service. Many historians put forward the notion of an obdurate weather bureau, a scientific backwater with no interest in modernization until after World War II. I disagree with this popular historiography and instead offer a history of the weather bureau’s attempts to institute the latest meteorological practices that takes into consideration the burdens and obligations of the bureau, as well as the historical context. …

Testing The Developmental Nature Of Work Motivation Using Kegan’S Constructive-Development Theory, Marilyn J. Bugenhagen, John E. Barbuto Jr. Jan 2012

Testing The Developmental Nature Of Work Motivation Using Kegan’S Constructive-Development Theory, Marilyn J. Bugenhagen, John E. Barbuto Jr.

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

This article reports a field study testing the relationship between individuals’ constructive-development level and their sources of work motivation. Constructive development was assessed using the Subject–Object Interview for 53 community and educational leaders. Motivation was assessed using the Motivation Sources Inventory. Results indicated that constructive-development progression was significantly related to instrumental motivation. No other significant relationships were found, indicating that the other four sources of work motivation exist independent of individuals’ constructive development. Implications for research and practice are addressed.

Preparing Students For After-College Life: The Context, Kelli K. Smith Jan 2012

Preparing Students For After-College Life: The Context, Kelli K. Smith

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

What role do colleges and universities play in preparing students for life after college? Much like parents who continually balance caring for their child versus carrying their child, colleges and universities must define their role in educating students in a way that will assist them not only during their time as students, but for the long term as well. Historical context informs the work of student affairs professionals and others in higher education in striking the right balance in helping prepare students for life after college, but significant new pressures face students, their mentors, and educational institutions today.

This chapter …

Using Targeting Outcomes Of Programs As A Framework To Target Photographic Events In Nonformal Educational Programs, S. Kay Rockwell Jan 2012

Using Targeting Outcomes Of Programs As A Framework To Target Photographic Events In Nonformal Educational Programs, S. Kay Rockwell

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

Targeting Outcomes of Programs (TOP) is a seven-step hierarchical programming model in which the program development and performance sides are mirror images of each other. It served as a framework to identify a simple method for targeting photographic events in nonformal education programs, indicating why, when, and how photographs would be useful to inform other evaluation strategies. In two case studies, photographs enhanced the formative story of a geoscience project being developed and tested, and contributed to the outcome narrative of a 10-year partnership project between two universities. In both cases, TOP proved to be an efficient and easy-to-use framework. …

Healers And Helpers, Unifying The People: A Qualitative Study Of Lakota Leadership, Kem M. Gambrell, Susan Fritz Jan 2012

Healers And Helpers, Unifying The People: A Qualitative Study Of Lakota Leadership, Kem M. Gambrell, Susan Fritz

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

Previously, scholars have implied that leadership theory is “universal” enough and can be applied systematically regardless of cultural influences in subcultures. Leadership research has limited its scope of discernment to dominant society, implying that nonmainstream individuals will acquiesce and that cultural differences are inconsequential. Therefore, the intention of this study was to address the disparity between current leadership theories and a subgroup perspective. Specifically, this study explored leadership from a Lakota Sioux perspective. In this qualitative grounded theory study, six major and five minor themes surfaced: Traditional Values and Behaviors, Putting Others First, Lakota Leadership Qualities (Men, Women, and Fallen …

The Carbon Frame: Lobbying For Renewable Energy In The European Union, Kyle S. Herman Dec 2011

The Carbon Frame: Lobbying For Renewable Energy In The European Union, Kyle S. Herman

Master's Theses

This paper demonstrates how using the word "carbon" within global warming debates severely impedes lobbyists in favor of building stronger renewable energy policies in the European Union (EU). Within the EU, carbon is widely used to speak about many of the perils of climate change, global warming, energy policy, and contingent subject matters. In political circles, media outlets, and public debates, carbon acts a the pillar for many policies, discussions, and ideas related to fundamental errors of transferring energy from fossil fuels and nuclear sources. At the same time, however, limiting carbon does not necessarily preclude fossil fuels, such as …

The Urban Fabric Of The Great Plains, Andrew Becker Dec 2011

The Urban Fabric Of The Great Plains, Andrew Becker

Department of Environmental Studies: Undergraduate Student Theses

To most Americans the Great Plains region of North America is mysterious place. There are disagreements when defining its limits, and some people just refer to it as the Midwest. The Great Plains has been a place under an ocean, a place under glaciers, and a place on fire. It was once dubbed “the Great American Desert,” but is now known for its agricultural viability. The Great Plains sparks imagination because it is so massive and was one of the final frontiers for Euro-American settlement. The Great Plains is seen as a rural place but the majority of the region’s …

Sustainability Leader Competencies: A Grounded Theory Study, Pamela G. Schwalb Nov 2011

Sustainability Leader Competencies: A Grounded Theory Study, Pamela G. Schwalb

Department of Agricultural Leadership, Education, and Communication: Dissertations, Theses, and Student Research

The purpose of this critical qualitative study was to develop a theory of the competencies of a sustainability leader, grounded in research. A sustainability leader is generally described as an individual who creates profit for his/her stakeholders, while protecting the environment and improving the lives of those for whom he/she impacts as a result of his/her leadership. Nearly 60 individuals familiar with sustainability were asked to characterize an effective leader of a sustainability initiative or a sustainability organization.

The study revealed there is more than one way to be a sustainability leader—different paths can result in decisions and actions that …

Mine Action And Security Challenges, Abdul Qudos Oct 2011

Mine Action And Security Challenges, Abdul Qudos

The Journal of Conventional Weapons Destruction

Mostly from the 1979 Soviet invasion and an internal conflict from 1992 to 2001, Afghanistan is affected by a wide array of landmines and explosive remnants of war and remains highly contaminated (approximately 650 square kilometers [250 square miles] are currently contaminated). Recently, insurgents have added to the contamination and this hinders the ability of the Mine Action Programme of Afghanistan to clear the land. MAPA is committed to developing innovative approaches to mine action, including implementing Community Based Demining, to facilitate demining and to relieve mine-affected communities.

Npa’S Survey And Clearance Of Cluster Munitions Along The Thailand-Cambodia Border, Atle Karlsen Oct 2011

Npa’S Survey And Clearance Of Cluster Munitions Along The Thailand-Cambodia Border, Atle Karlsen

The Journal of Conventional Weapons Destruction

The February conflict at the Thailand-Cambodia border over disputed territory has left Cambodia with the burden of clearing cluster munitions. By applying to the Thai-Cambodian conflict strategies for cluster munitions removal that were successful in other post-conflict areas, NPA is assisting the Cambodian Mine Action Centre in cleaning up the problem. Thailand and Cambodia have not acceded to the ban on cluster munitions established in the 2008 Convention on Cluster Munitions and are therefore not subject to its provisions. Both countries attended the CCM 2011 intersessional meeting in June, leaving many hopeful that the two countries will become States Parties.

Secession Leads To Demining Challenges In Sudan, Cisr Journal Oct 2011

Secession Leads To Demining Challenges In Sudan, Cisr Journal

The Journal of Conventional Weapons Destruction

In the months following South Sudan’s July 2011 electoral secession from the former Sudan, the South’s ability to successfully maintain a demining program has become heavily dependent on its economic and post-conflict recovery. At this point in time, however, much of the South’s sustainability is ultimately reliant on its relationship with the North and, more significantly, the international community, thereby rendering its demining program into an uncertain future.

Clearing Minefields In Israel And The West Bank, Dyhan Or, Heidi Kuhn Oct 2011

Clearing Minefields In Israel And The West Bank, Dyhan Or, Heidi Kuhn

The Journal of Conventional Weapons Destruction
