Tensions between North Korea and South Korea rose as a result of the first major exchange of artillery fire in five years. On 4 August 2015, a landmine severely wounded two South Korean staff sergeants patrolling the DMZ.Officials from Seoul accused North Korea of planting three mines near the guard post on the south side of the DMZ, 440 meters (481 yards) away from the demarcation line; officials from Pyongyang denied these accusations. The explosives found were placed in wooden boxes, not unlike mines previously used by North Korea.

Mines, cluster submunitions, and unexploded ordnance (UXO) contamination plague Lebanon as a result of a 15-year civil war ending in 1990, two Israeli invasions in 1978 and 1982, and the July–August conflict with Israel in 2006. The Lebanon Mine Action Centre (LMAC) identified 2,598 mined areas covering 191,000,000 sq m of land. Following non-technical survey (NTS) and clearance operations, there is an estimated 30,316,080 sq m of suspected hazardous area remaining. After a decade of Soviet occupation in Afghanistan and the resulting internal conflict, the removal of explosive remnants of war (ERW) became a complicated issue. Systematic clearance of ERW was difficult to establish due to the volatile security situation and an inability to regulate clearance work. However, due to collaboration between the United Nations and Afghan nongovernmental organizations, mine clearance operations were successfully established in Afghanistan in the 1990s.

In 2013 and 2014, the Center for International Stabilization and Recovery at James Madison University led a project funded by the U.S. Department of State’s Office of Weapons Removal and Abatement (PM/WRA) to provide explosive remnants of war risk education to Syrian refugees living in urban areas of northern Jordan. At the time, it was unclear whether the hundreds of thousands of Syrians fleeing the civil conflict and seeking refuge in neighboring countries would be able to return home in the near future, but there was still significant hope this would happen.

However, the Geneva International Centre for Humanitarian Demining, James Madison University and software-development company Ripple Design developed a novel aid to using ORDATA: the Collaborative ORDnance data repository (CORD). Representing a significant update to the data set, CORD is an ordnance-identification system featuring Web 2.0 concepts that allow individual users to contribute updates to the data.

Road To Recovery: Recidivism And The Mclean County Drug Court, Julia Neaves

This study explores the effectiveness of the McLean County Drug Court at reducing time to recidivism using survival analysis techniques. Data on 146 drug court participants was collected using the county’s proprietary case management systems. Findings suggest that length of drug court programming significantly reduces time to recidivism. Unfortunately, black offenders and offenders with prior criminal history were found to return to the prison system more rapidly than other groups, suggesting that drug court programming may not be addressing the greater systemic issues present in the criminal justice system. The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. Although incidents occurring on freeways with high traffic flows tend to cause more congestion, the trend in local VMT along Bay Area freeway corridors does …

This report looks at how the academic and practitioner worlds must collaborate to develop an effective, desistance-promoting approach to criminal justice. Interventions need to be desistance-focused and tailored to individual circumstances rather than standardized programming. Interventions should shift away from an emphasis on risk and criminogenic needs and help individuals overcome obstacles to desistance.

This report gives insight into how researchers at the John Jay Research and Evaluation Center used Respondent-Driven Sampling (RDS) to measures changes in violence-related attitudes and values of young men (age 18-30) in at-risk neighborhoods and compares areas with and without Cure Violence programs. The RDS method allows researchers to reach difficult-to-recruit populations and helps to increase the credibility of the study.

Washington County has initiated a planning process to rethink the structure and support system for its ongoing, long-term community participation program. The impetus for this planning process began with a fall 2014 announcement by the service provider that had supported the county’s Citizen Participation Organizations (CPOs) and the Committee for Citizen Involvement (CCI) for several decades, Oregon State University Extension, that it would no longer continue this role effective fall 2015. The planning process has since evolved into an opportunity to take a thorough look at the program and plan a system of engagement for the 21st century.
