This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. Differences in outcomes between the 17 MAP and 17 non-MAP housing developments will serve as the statistical basis for estimating …

Radical Islamist online magazines first appeared in November 2003 with the publication of Sawt al-Jihad (Voice of Jihad) in Arabic. This magazine discontinued publication in April 2005 after 29 issues, having been shut down by the Saudi security services. The magazine was produced by the Saudi branch of al-Qaeda that later evolved into al-Qaeda in the Arabian Peninsula (AQAP). It called upon other al-Qaeda groups to develop and franchise their own magazines. Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. Development of an effective vaccine became a worldwide priority after the devastating 2013–2016 Ebola disease outbreak. To qualitatively profile the humoral response against advanced filovirus vaccine candidates, we developed Domain Programmable Arrays (DPA), a systems serology platform to identify epitopes targeted after vaccination or filovirus infection. We optimized the assay using a panel of well-characterized monoclonal antibodies. After optimization, we utilized the system to longitudinally characterize the immunoglobulin (Ig) isotype-specific responses in non-human primates vaccinated with rVSV-ΔG-EBOV-glycoprotein (GP). Strikingly, we observed that, although the IgM response was directed against epitopes over the whole GP, the IgG and IgA responses were …

This study examines the various community policing initiatives, or lack of community policing initiatives, within the New York City Police Department (NYPD) from 1984 to present. Community policing is a policing model that is currently in the forefront of the criminal justice field due to strained relationships between many communities and the police. The community policing initiatives examined in this study are organized as follows: the Community Patrol Officer Program (C-POP) under Police Commissioner Ward (1984-1989); the Safe Streets, Safe City Program under Police Commissioner Brown (1989-1992), which established community policing as the dominant operational philosophy in the NYPD; Broken …

Faith-based rehabilitation programs receive both praise and criticism from the criminal justice academic community. Critics argue they risk violating inmates’ constitutional rights by forcing them to participate and adhere to religious principles and activities. Supporters of faith-based programs claim that they reduce both recidivism rates and high incarceration costs. Current studies evaluating the effectiveness of faith-based programs have struggled to accurately define and measure either variable. This study compares two popular faith-based programs to a similar secular program to determine if there is a significant difference in recidivism rates using an independent t-test.

Since 2014, Washington state’s Department of Child and Family Services (DSHS) has seen a dramatic drop in foster care providers. From 2005 to 2015, only 102 of 1,100 foster families licensed in 2005 were still providing care. As of 2015, the number of available homes has dropped to more than 1,000 below the normal level (at 4,600. homes.) Many issues are cited as contributing to these numbers, such as problematic administrative practice, unbearable social worker caseloads, and a sluggish system unresponsive to change. By all counts, Puerto Rico’s housing market is in a deep and prolonged crisis. At least 18 percent of Puerto Rico’s housing stock is vacant as a result of the island’s prolonged economic recession, which commenced in 2006, and the spike in foreclosures after Hurricane Maria suggests that vacant units are increasing at an accelerated rate. Puerto Rico’s economic recession led to depopulation and the loss of jobs, which induced a decline of home equity values and an increase in foreclosures. More recently, Puerto Rico’s housing stock has been damaged due to Hurricane Maria, which devastated the island on September …

Society’s current focus on the transgender community is complicated, and further heightened by the lack of protections for the transgender community. Current studies only assess the hardships transgender individuals face and the impact they have on their well-being. This study sought to explore what effects the lack of resources and support have on the transgender community in the Inland Empire. This study utilized a qualitative approach incorporating semi-structured interviews of participants. Collaborative processes for working toward common management goals between individuals and organizations, despite their differences, emerged as one enduring legacy resulting from the Timber Wars in the American West during the late-1980s and the early 1990s. Power imbalances are often cited as a common problem in collaborative processes and can have a lasting, deleterious impact on the collaborative process and its outcomes. For all its importance, however, there is a yet unfulfilled need to understand the extent to which power and power imbalances affect collaborative relationships. This data bit showed how 33 states in the U.S. compare regarding gun violence rates, demonstrated how gun violence rates are not an issue exclusive to cities, and tested whether states conform to the conventional narrative of "urban gun violence."

Hospital-based violence intervention programs (HVIP) recognize the importance of supporting the needs of violence survivors and their families to help prevent retaliation and other violence from reoccurring. This report discusses the need for evaluations and further research for HVIPs as the shift towards understanding violence through a public approach increases.

This article addresses the challenges that integral reparation programs meet when aiming to respond to multiple victimization experienced by displaced women. By adopting the ethnographic concept of “frictions” (Tsing, 2005), I analyze four dimensions of discursive frictions that occur surrounding reparative practice backed by the Law on Victims and Land Restitution and its multiple local encounters and dis-encounters when compensating multiple victimization in the post-conflict of Medellín. Police officers respond to a variety of calls for service 24 hours a day, seven days a week, including mental-health related emergencies. With deinstitutionalization of individuals with severe mental illness, officers are often the first to be called to contact these individuals when they are in crisis (DeCuir, Lamb & Weinberger, 2002). Yet, few law enforcement officers have adequate training to manage interactions with people in mental health crisis. This project explores the connection between creativity and public policy-making through guided facilitation. In this exploration, there are several products that have been developed. The first is an index that provides definitions, charts, and process explanations for creativity, facilitation and public policy. The second is a completed facilitation plan that incorporates both the FourSight model for group facilitation (Miller, Vehar, Firestein, Thurber & Nielsen, 2011a) and Marvin Weisbord’s (1992) exploration of creative strategies for discovering common ground through policy conferences.
