This case study provides an in-depth examination of the work of the Thailand Northern Land Reform Movement using the framework of Jeff Unsicker's "Policy Advocacy Circles". Due to increasing population pressures, the liberalization of land markets, and agribusiness pressures, Thailand has experienced an increase in land ownership inequality and a growing number of landless and nearly landless small-scale farmers. In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). Resolution refers to the use of managerial authority and administrative directives to influence system change; reinvestment entails using financial incentives to encourage system change, and realignment employs organizational and …

Nathan Deal’s successful 2010 campaign to become Georgia’s 82nd governor included a promise to enact an Arizona-style immigration enforcement law in Georgia, a promise he kept when he signed HB 87 into law in May 2011. To be sure, the high saliency of immigration law enforcement and policy reform in Georgia has much to do with rapid growth of the state’s Hispanic population in recent years.

In the current capitalist economic models, poverty and homelessness are an epidemic situation across the world. This research focused on the underlying causes of homelessness and poverty in India and the U.S., as well as developing suggestions to resolve the issues of homelessness in India. For this research I used literature reviews and interviews of the homeless; the interviews were conducted in Ahmedabad (India) and Brattleboro (U.S.). Current national and state laws do not adequately protect these children from being groomed, pimped, and exploited over and over again in their young lives. A majority of these children are trafficked from, into or within the nation’s most populated state of California. The situation is particularly dire in Sub- Saharan Africa, where 265 million people face hunger daily, with 30 to 50 million dying yearly. Once such attempt, coined the Green Revolution, garnered both praise and notoriety through its relatively successful transformation of Southeast Asia in the 1960’s. Poverty rates on Indian reservations are far higher than the national average. Since Tribal Governments have at least some control over these reservations, to what extent are they to blame for these higher than average poverty rates? I look at each reservation and their type of government, constitution, policies and demographics to analyze the causes of their poverty as it relates to tribal government. There are many other pieces of research that are similar to this, but none looking specifically at the overall effects the government has on its community. Retributivists thus face a difficult challenge. Either we must go against the social grain, and perhaps our own intuitions, by insisting that a criminal offense carry the same penalty or punishment no matter how many previous convictions an offender has accrued; or we must find a way to justify the recidivist premium. I shall take the second route here by arguing that recidivism itself is a kind of criminal offense. In developing this argument, I shall rely on Youngjae Lee's insightful analysis of "recidivism as omission." I shall complement his analysis, however, by grounding it in a conception of criminal …

Researchers investigated the operations of a pre-court diversion program that provides services and supports to station adjusted youth offenders after contacting the Chicago Police Department but before they have been formally arrested and referred to the Cook County Juvenile Probation Department. The purpose of the study was to determine the suitability of the program for evaluation and to work with staff to enact any procedural modifications that may be needed to facilitate future evaluation activities.

The World Bank defines corruption as “the abuse of public power for private benefit.” The definition of corruption can have many permutations, however, and acts of corruption are rarely recorded, thus it is difficult to quantify the level of graft in a town, city, or nation. In response to this problem, non-governmental agencies like Transparency International proposed using questionnaire-based surveys to measure public perceptions of corruption. Specifically, the research focuses on the relationship as it pertains to the decision-making processes in the VDC and DDC in Salleri, Solukhumbu. Through interviews with individuals at the policy level in Kathmandu, officials in Salleri, and residents of Salleri, the research studies this interaction and how it relates to citizen’s individual agency, political parties’ role as a middleman, and local government’s ability to communicate with local residents. Since 1998 the State of Minnesota has funded the building of the Xcel Energy Center, Target Field, and TCF Bank Stadium. The focus of this research is to locate voting trends within the Minnesota House of Representatives towards these venues. I recorded the votes of each member on the legislation approving these venues from the Minnesota Journal of the House and then constructed data sets for all three buildings. From this data, trends emerge potentially linking the voting tendencies of members based on party, gender, and geographical location of their district. This research examines the influence of an individual‘s attitude about their government and how it affects their voting habits. Literature in the past has isolated demographic makeup as the reason for nonvoting, i.e. education or income. There are roughly 1,500 immigrants from Mexico and Central America currently working on farms in Vermont, helping to sustain approximately half of all milk produced in the state. But the lack of adequate visa-to-work options leaves these individuals without proper documentation to be in the US. As such, they are vulnerable to exploitation by their employers, susceptible to harassment from the communities in which they live, and under constant threat of deportation by federal immigration agents. Massachusetts policy makers decided to go beyond existing ARRA federal reporting requirements and collect additional data in order to gauge the effectiveness of ARRA’s fiscal policy by counting the number of individuals who have received an ARRA-funded paycheck. In addition, policy makers wanted to look at some of the demographic characteristics of this population. This report provides an in-depth analysis of the data that the MA Recovery Office collected during the first and second quarters of 2010, with a particular focus on job creation and retention by race, ethnicity, gender, disability status, and geographic location.

Guided by Stephen Crosby, dean of the McCormack Graduate School of Policy and Global Studies at UMass Boston, Commonwealth Compact has conducted newsmaking surveys of public opinion and of boards of directors statewide. This Independent Study Project investigates marriage and varying marriage alternatives available in the Netherlands and how societal norms and cultural taboos have affected these arrangements over the past fifty years. The high levels of acceptance in the Netherlands are used as a framework to explain the toleration of differing lifestyle and relationship choices, such as registered partnership, informal cohabitation, and same-sex marriage rights. Information was collected by conducting seven interviews with Dutch adults from different backgrounds with diverse views of and experiences with marriage and marriage alternatives. This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010). The findings show that transformations in the program included an early phase when state authorities listed historical resources pertaining to the settlement of the …

This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.
