Los Angeles County's Criminal Street Gangs: Does Violence Roll Downhill?, Jasmin B. Randle

According to the 2011 National Gang Threat Assessment created by the Federal Bureau of Investigation, there are more than 33,000 gangs in the United States, cited as being responsible for nearly 48% of the violent crime in the country. Using information drawn from gang-related court cases, this study examines the nature of inter- and intra-gang violence occurring between January 1, 2002-December 31, 2011. An innovative application of network analysis will be used to hone in on rivalries, the existence of possible hierarchy, and the relational and structural characteristics of Blood and Crip gangs in Los Angeles County. Provision of antipoverty and other social services by nonstate organizations is growing in importance in both the United States and the Russian Federation. The history of such provision in the United States may offer insights for the emerging system of nonstate provision in Russia. To illuminate these points, we provide historical overviews of both contexts and then we examine data from two surveys of social service organizations in the United States: the Multi-City Survey of Social Service Providers and the Rural Survey of Social Service Providers.

In recent years, civil society has risen to speak on behalf of underrepresented groups in Africa. In particular, civil society has advocated for the representation of women’s interests. Yet, relatively little is known about the full range of actors who seek the representation of women’s interests, mobilize around women’s issues, and articulate specific preferences. Some of these actors include not only feminists, but also religious activists who may clash over women’s issues. This gap in knowledge, moreover, extends to non-democratic countries. The people we see in news media can affect our perceptions of public opinion through exemplification. Although research shows that individuals interviewed in a news story can influence perceptions of public opinion, little attention has been paid to the role that source type and audience attitudes play in the exemplification process. This study tests how the exemplification process is influenced by different types of news sources featured in an article (e.g., vox pop, protester, and interest group interviews) and the audience’s own political ideology. The federal fiscal year runs from October 1 to September 30, and many federal agencies rely on annual appropriations to fund activities and programs. Nonetheless, the federal government often enters a new fiscal year without a fully approved budget, which actuates the requirement for a temporary means of funding government operations. Congress and the president provide provisional resources by way of continuing resolutions which enable the operation of government programs until regular appropriations are enacted. However, continuing resolutions are restrictive by design and may have unintended effects on government spending behavior beyond the timeframe to which the resolutions apply.

Since Minnesota passed the first charter school law in 1991, charter schools have become one of the most prominent school reforms in the U.S. While charter schools educate a small portion of public school enrollments, their existence has prompted various responses from traditional public school districts. For example, districts may change expenditure patterns or work to increase test scores in an effort to retain enrollments. The provision of cultural orientation is one of many services required by the contract between resettlement agencies and the federal agencies overseeing refugee resettlement, the Cooperative Agreement. This paper explores World Relief in Moline, Illinois as a case study for how small resettlement agencies can provide meaningful and memorable cultural orientations. By 2011, the youth violent crime rate had dropped 60 percent since its peak in 1994. Since 2003, nearly 1,000 bills concerning voter ID have been introduced in a total of forty-six states. In 2012 alone, voter ID legislation was pending in thirty-three states. Across the United States, each state practices one of several methods of selecting judges to their courts. Many of these processes have not changed for decades and some argue this results in minorities, both gender and racial, receiving fewer spots on the bench. I focus explicitly on the gender aspect of judicial selection: Why are there fewer women judges in some states than in others? Previous literature on this topic is mixed. The YouthBuild AmeriCorps program serves youth facing a multitude of challenges, including a lack of education and job skills, community disengagement, and economic disadvantage. This program assessment found that after engaging with the YouthBuild AmeriCorps model, participants made significant, positive changes in their outlook on service, personal responsibility, and community orientation. More specifically, after participating in the program, they deepened their personal commitments to service, began to develop a sense of personal worth and reliability, became more connected with their communities, and started to develop more trust in larger social institutions. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. The efforts inspired by the National Forum on Youth Violence Prevention will take time to develop, but survey results from the first 15 months of implementation suggest that the initiative may be generating some important changes. In five communities, survey respondents report a number of potentially valuable improvements. The results imply that the cities involved in the National Forum may be increasing opportunities for youth and improving the extent to which violence prevention approaches draw upon the perspectives and expertise of a broad range of community members. FBI crime data show a considerable drop in violent youth crimes between 2010 and 2011, with arrests for murder and nonnegligent manslaughter dropping 20 percent in one year. Violent crime arrest rates in 2011 were 30 percent lower than in 2008. This databit shows the percent change in violent offenses charged against youth under 18 between 2010 and 2011 and the youth violent crime rate since 1981.

The purpose of this dissertation is to examine the experiences of St. Bernard Parish, La., residents as they coped with the impact of the catastrophe of Hurricane Katrina on August 29, 2005. An estimated 50,000 St. Bernard Parish residents relocated to a new home one year after Katina in 2006, and many of those residents moved again. This study examines the effects of the decisions of St. Bernard residents to relocate or to return on their social connections.
