The objective of this research is to examine the spatial components integral to policy formation, implementation, and evaluation. The research uses solid waste as a case study to explore a multiscalar GIS policy-shed framework. To this end, the goal of this dissertation is to examine the spatial nature of public policy. The research applies spatial concepts and multiscalar methodological applications embedded within GIS and geovisualization to explore the complex spaces surrounding public policy implementation and evaluation.

The DesignSafe Data Depot provides private and public disk space to support research collaboration and data publishing through a web interface. The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. The U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) commissioned this survey to collect and analyze experiential data from U.S. transit agencies with varying degrees of compressed natural gas (CNG) bus and station experience. This information helps DOE and NREL determine areas of CNG transit bus success and priority areas for which further technical or other assistance might be required to enable success.

The access provided by streets and highways to adjacent lands are managed by controlling the spacings between the access points including signals, driveways, and media openings on mid-block segments, and setting the limit on the corner clearances around intersections. There have been studies on evaluating the impact of access management techniques on safety and mobility in urban areas.
