Executive Summary
The vegetation inventory project at Niobrara National Scenic River (NIOB) classified and mapped vegetation within the park administrative boundary and estimated thematic map accuracy quantitatively. The project was conducted over a four year period from the summer of 2015 to the winter of 2019. Located in north-central Nebraska, approximately 76 miles of the park is designated as a wild and scenic river. The vast majority of land within the NIOB administrative boundary is private or state-owned.
The project follows guidance provided by the National Park Service (NPS) Vegetation Mapping Inventory (VMI) Program. The overall process includes initial planning …

The people of Harney County, Oregon, have a story to tell about healing decades of conflict and coming together to ensure their community survives and thrives. Harney County, located in the southeast corner of the state, is the largest and one of the least populated of Oregon’s counties. It is a place of wide open spaces, with sagebrush deserts, rich wetlands, expansive alkali flats, stark mountains, and stately ponderosa pine forests. The economy relies heavily on the land for farming, ranching, and forestry. Yet the majority of Harney’s land is publicly owned. Historically, that was a recipe for heated disagreements …

Second‐Order Devolution Or Local Activism?: Local Air Agencies Revisited, Luke Fowler, Bryant Jones

In response to calls from previous scholarship for further bottom-up examination of local government roles in environmental policy, the authors revisit local air agencies to examine two separate phenomena occurring in environmental federalism: one from the top-down (second- order devolution) and one from the bottom-up (local activism). Using survey data from local air agencies on devolved authorities to set air quality standards and to enforce federal and/or state standards, the authors identify three different types of local agencies: state administrative sub- units (only enforcement authority), fully devolved agencies (authority to both set and enforce standards), and activist agencies (neither authority). …

Executive Summary
The National Park Service (NPS) Natural Resource Condition Assessment (NRCA) Program administered by the NPS Water Resources Division evaluates current conditions for important natural resources and resource indicators using primarily existing information and data. NRCAs also report on trends in resource condition when possible, identify critical data gaps, and characterize a general level of confidence for study findings. This NRCA complements historic resource assessments, is multi-disciplinary in scope, employs a hierarchical indicator framework, identifies and develops reference conditions/values for comparison against current conditions, and emphasizes spatial evaluation of conditions and GIS products.

Abstract Nonnative feral pigs (Sus scrofa) are recognized throughout the New World as a highly significant introduced species in terms of ecosystem alteration. Similarly, nonnative soil macroinvertebrates (e.g. earthworms, ground beetles) invade and alter the structure and function of native habitats globally. However, the relationship between feral pigs and soil macroinvertebrates remains largely unknown. This study analyzed relationships between these taxa using nine sites located inside and outside of feral pig management units representing a * 25 year chronosequence of removal in tropical montane wet forests in Hawai‘i. In partnership with the City of Virginia Beach, the Old Dominion University research team of Drs. Michelle Covi, Wie Yusuf, Gail Nicula, Daniel Richards and Afi Anuar developed and executed a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident engagement with and input into the City’s Comprehensive Sea Level Rise and Recurrent Flooding Response Plan, now known as Sea Level Wise.

Between 2012 and 2014, disputes over maritime boundary with Myanmar and India were favorably settled for Bangladesh, resulting in the expansion of its territorial waters of more than 30% and the country received entitlement to 118,813 km2 in the Bay of Bengal. This achievement offers a wide range of new economic opportunities for jobs & growth around marine and coastal sectors such as marine fisheries, marine aquaculture, tourism, exploitation of natural resources, trade and energy. Ship breaking is comparatively a sustainable business, particularly in the developing world, but the conditions where it is practiced is non-sustainable. Ship breaking is the process of dismantling ships and selling their parts - primarily the steel - for scrap. The main impetus for breaking a ship down is that maintenance costs go up as a ship ages. Shipping companies also have to pay port charges, crew salaries and oil fees for their ships, so when they are no longer economically viable they are sold to ship recyclers who strip the old ships down, salvaging anything of value. There is new aspiration of sustainable exploitation of marine resources and to achieve sustainable development goals (SDG 14) in recent years. In this context, this document delineates new scope of venturing into the blue economy relative to marine fisheries and mariculture. Understanding the spatial ecology of highly mobile marine vertebrates is necessary for informing conservation and management strategies aimed at protecting such species. Buck Island Reef National Monument (BIRNM), off the coast of St. Croix, US Virgin Islands, harbors critical foraging habitat for Critically Endangered juvenile hawksbills Eretmochelys imbricata that exhibit high site fidelity until sexual maturation. Using an array of fixed passive acoustic receivers that covered over 20.2 km2 at its largest configuration and in-water biannual sampling, we analyzed residency patterns and habitat use of 29 hawksbills. This paper focuses on a frequently discussed but rarely implemented solution to sea level rise: “managed retreat” away from at-risk and overdeveloped coastal areas. The paper begins by examining the threat posed by sea level rise through the lens of two contrasting municipalities: Miami, Florida and Nags Head, North Carolina. It then outlines the concept of managed retreat as well as the controversies surrounding this approach. Specifically, it examines the widespread voter hostility to condemnation efforts, the deterrent effect of inevitable legal challenges, and the financial burden of such efforts on cash-strapped municipalities.

This study examines the e-waste stream in urban Arusha, answer the questions of where electronics go, how people usually dispose of them, if people are aware of the impacts of e-waste, and what next steps are necessary. The study took place in November 2019 in urban Arusha, Tanzania. Through snowball and convenience sampling in 4 quotas (community members, electricians, business members, and a policy maker), the study finds that there is no place for the proper disposal of e-waste in Arusha. Abstract
Heavy metal contamination is a major anthropogenic challenge in communities with heavy presence of chemical industries. Most of the contamination is due to the improper disposal of chemical waste. The study involved the evaluation of the levels of arsenic and lead regarding remediation activities carried out by the Environmental Protection Agency (EPA). It compared the results of the EPA’s 1993 soil analysis of arsenic and lead, and a subsequent soil analysis of the same mapped areas. I received a course redevelopment grant from the Claremont Colleges EnviroLab Asia for my Environmental Chemistry (CHEM139) course. This allowed me to add a focus on environmental issues in Asia to the course and, more important, co-teach the class with a colleague at the Universiti Kebangsaan Malaysia (UKM).Te many results of that cross-Pacific teaching project are the key subject of this reflective essay.
