Food and fiber production on America’s farmlands have a major influence on the environment, therefore, soil and water conservation practices are critical. NRCS has provided no-fee technical assistance for nearly 100 years through the Conservation Technical Assistance (CTA) program. The CTA program is essential because it provides technical knowledge directly to farmers for planning and implementing conservation practices that are proven to benefit environmental health and on-farm production. CTA program funds support NRCS staff and training and are thereby the local service delivery vehicle for all NRCS programs. In policymaking, evidence-based policymaking is an essential method for influencing policies and decisions by telling decision-makers “what works” (Head, 2008). Western sciences typically make up most of the evidence decision-makers use, but because people are boundedly rational in understanding and incorporating it—politics, values, and beliefs impact thought processes— scholars and policymakers also include other types of knowledge to make decisions. One way for decision-makers to incorporate other types of knowledge into policies is through public comments. On Dec 15, 2018, in the town of Katowice, Poland, diplomats from 200 countries adopted a detailed set of rules to uphold and implement the Paris Agreement, the international treaty drafted by United Nations Framework Convention on Climate Change (UNFCCC) to reduce greenhouse gas emissions. This deal will require every country to track its emissions and climate policies by following a uniform set of standards. Waste generation in the United States is at an all time high. Over half of the country’s waste goes to landfill, yet 70 percent of this waste can be recycled or composted. The objective of this case-study is to analyze the effects and the perception of different groups in possibly implementing market-based approaches of Pigouvian tax and Cap-and-Trade to manage the Guarani Aquifer, Brazil. The Pigouvian Tax is a corrective taxation that assigns a price for the negative impacts water consumption creates to aquifers, as a way to influence a more sustainable level of water consumption. Can Uber And Lyft Save Public Transit?, Emily Zheng

I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

This thesis explores barriers to widespread adoption of electric vehicles and proposes possible policy solutions. It analyzes main barriers including awareness, upfront cost, and range anxiety, as well as existing policy solutions, and a detailed case study examining policy differences in high adopting versus low adopting states. Awareness and eduction surrounding electric vehicles and their capabilities, financial incentives and market mechanisms for reducing costs, and charging infrastructure and efficiency improvements are examined. This thesis examines how global and local governance has combined to deliver effective and sustainable public transportation in cities by comparing Bogotá’s bus rapid transit (BRT) system, TransMilenio, with Medellín’s mass transit system, STIMVA, often referred to as Metro de Medellín. After considering the rationales used to justify local and global authority over climate change, this analysis problematizes the supposed benefits of empowering global and local actors by highlighting the conflicts of interest that plague the elites who mediate the global and the local.
