Journal of Ocean and Coastal Economics

Studies examining the costs of coastal habitat restoration have focused on the cost per acre of restoration or on cost efficiency of various restoration methods. On the other hand, studies examining the benefits of restoration have focused on various ecosystem services that more directly affect welfare including amenity value, storm protection, nutrient retention and biodiversity. We examine a set of 133 Gulf of Mexico coastal habitat restoration projects to estimate the cost of obtaining average annual habitat units (AAHUs), a measure which captures the quantity and, importantly, quality of habitat restored, which is one of the more direct ecosystem service …

Climate Change, Agriculture, And Adaptations: Policy Recommendations For Conservation Agriculture, Sydney Abraham, Mel Dollison

Climate and Society

This paper examines the intersection of climate change and agriculture with a focus on possibilities for sustainable agriculture in a warmer world. The authors consider the impacts (both positive and detrimental) of climate change on food production systems before engaging with a variety of adaptive strategies including crop diversification, genetically modified organisms (GMOs), and conservation agriculture (CA). These strategies are then applied within the context of sub-Saharan agricultural policy. Ultimately, the authors suggest that policymakers should support rural agriculture by prioritizing conservation agriculture as a critical piece of both mitigation and adaptation policy.

This paper considers the role of local government entities as actors in global climate governance regimes. The authors review traditional state-based climate governance efforts and existing attempts to engage municipal and local actors through transnational municipal networks (TMNs). Arguing for the importance of TMNs to effective and time-sensitive climate action, the authors then show how and why TMNs are crucial to future efforts to address climate mitigation as part of multi-level, holistic plans for global climate governance.

As coastal cities around the world identify and implement adaptations to sea level rise, they are faced with competing interests around what should be done and how to prioritize actions. Often, environmental problems--like confronting the challenge of sea level rise--are posed as requiring expert driven, technical solutions to identify and mitigate risks across the landscape. This framing, however, ignores the way in which diverse knowledge can help inform long-term planning horizons that address complex ways that sea level rise affects communities. Migratory birds like endangered whooping cranes (Grus americana) require suitable nocturnal roost sites during twice annual migrations. Whooping cranes primarily roost in shallow surface water wetlands, ponds, and rivers. All these features have been greatly impacted by human activities, which present threats to the continued recovery of the species. A portion of one such river, the central Platte River, has been identified as critical habitat for the survival of the endangered whooping crane. Birds are essential components of most ecosystems and provide many services valued by society. However, many populations have undergone striking declines as their habitats have been lost or degraded by human activities. Terrestrial grasslands are vital habitat for birds in the North American Prairie Pothole Region (PPR), but grassland conversion and fragmentation from agriculture and energy-production activities have destroyed or degraded millions of hectares. Available stopover habitats with quality foraging opportunities are essential for migrating waterbirds, including Whooping Crane (Grus americana). Several studies have evaluated habitats used by Whooping Crane for roosting throughout its migration corridor; however, habitats associated with foraging and other diurnal activities have received less attention. We used data collected from 42 Whooping Crane individuals that included 2169 diurnal use locations within 395 stopover sites evaluated during spring 2013 to fall 2015 to assess diurnal habitat selection throughout the U.S. portion of the migration corridor. Understanding the historic range and habitats of an endangered species can assist in conservation and reintroduction efforts for that species. Individuals reintroduced into a species’ historic core range have a higher survival rate compared to individuals introduced near the periphery or outside the historic range (Falk and Olwell, 1992; Griffith et al., 1989). Individuals on the periphery of a species’ range tend to occupy less favorable habitats and have lower and more variable densities than those near the core of their range (Brown, 1984; Brown et al., 1995, 1996). The Aransas-Wood Buffalo Population (AWBP) of Whooping Cranes (Grus americana) has experienced a population growth rate of approximately 4% for multiple decades (Butler et al., 2014a; Miller et al., 1974). Population growth for long-lived species of birds is generally highly sensitive to variation in adult mortality rates (Sæther and Bakke, 2000). A population model for endangered Red-crowned Cranes (Grus japonensis) in Japan conforms to this pattern, where growth rate is most sensitive to adult mortality (Masatomi et al., 2007). This Thesis examines causes and consequences of water insecurity in colonias on the U.S.-Mexico border and explores potential pathways for improving situations wherein low-income households lack reliable access to water and sewer services. Colonias are low-income, rural and/or semi-rural communities that lack basic services, such as paved streets, water, and sewer. Through in-depth interviews, surveys, and ethnographic observations, the research presented here describes needs, desires, and capabilities of residents in two high-needs Texas colonias. The objective of this dissertation is to analyze the economic impact of newly operational ethanol biorefineries on rural counties in the U.S. Midwest region for the period 2001 to 2015 using a quasi-experimental approach. Rapid growth in the ethanol industry expanded the number of ethanol plants located in the U.S. Midwest from 54 in 2001 to 173 in 2015. Out of the counties with 119 new ethanol biorefineries, 97 counties met the general treatment criteria defined in this dissertation, but only 56 of those counties qualified for the rural treatment criteria. As wind turbines and the number of wind projects scale throughout the world, a growing number of individuals might be affected by these structures. For some people, wind turbine sounds and their effects on the landscape can be annoying and could even prompt stress reactions. This comparative study analyzed a combined sample of survey respondents from the U.S., Germany and Switzerland. It utilized a newly developed assessment scale (ASScale) to reliably characterize these stress-impacted individuals living within populations near turbines. Urban heat is a growing environmental concern in cities around the world. The urban heat island effect, combined with warming effects of climate change, is likely to cause an increase in the frequency and intensity of extreme heat events. Pawnee Dam is one of the ten Salt Creek Dams designed and built in the 1960s to mitigate flooding in Lincoln, Nebraska. This short paper illustrates the update of the Pawnee Dam inflow design flood (IDF) through calibration to recent high flow events and the development of its stage-frequency or hydrologic loading curve with the U.S. Army Corps of Engineers’ Risk Management Center Reservoir Frequency Analysis (RMC-RFA) model. The IDF update follows Engineering Regulation 1110-8-2, Inflow Design Flood for Dams and Reservoirs, including unit hydrograph peaking and two antecedent pool elevations. After successfully organizing around preserving Cabrillo Park in Upland and feeling a lack of local political representation, Irmalinda Osuna ran for Upland City Council in the 2018 midterm elections. As one of the many female candidates in the 2018 elections, Irmalinda led a grassroots, community-led political campaign in which she advocated for environmental justice and the preservation of parks, a more inclusive community, increased civic participation, a more efficient use of technology in politics, and support for small businesses.

This dissertation applies feminist theory to investigate women’s participation in wildlife-based recreation and how natural resource management organizations conduct stakeholder engagement in a North American context. Gendered social processes, including norms and expectations, as well as gendered cultures, can constrain women’s participation in recreation through social sanctions and disenfranchisement. Gender and leisure scholars have studied these dynamics in sport and leisure contexts, but how individuals negotiate these constraints is understudied in a wildlife-based recreation context. Social constructions of gender also contribute to imbalances of power within formal natural resource management organizations and influence how stakeholder engagement policies and programs are …

On September 27, 2013, California’s governor signed Senate Bill (SB) 743 into law, in part mandating the transition from a level-of-service-based (LOS) measure of transportation environmental impacts to a vehicle-miles-traveled-based (VMT) one in compliance with the California Environmental Quality Act (CEQA). Several California jurisdictions, including San Jose, Pasadena, and San Francisco, have moved quickly to comply with SB 743, so it is no surprise that several of these early-adopter cities have been working hard to develop powerful VMT estimation methods and tools using the most recent research available.
