Three Chapters On Environmental Regulation, Pollution, And Trade Liberalization, Tingsi Wang

The dissertation consists of three chapters in environmental economics and international trade. The first chapter identifies the effects of environmental regulation on Chinese manufacturing firms' markups. Difference-in-difference and triple-differenced estimates show that more stringent environmental regulation decreases firms' markups. Furthermore, environmental regulation has a significant impact on non-exporters' markups, but it has no impact on exporters. Examining pre-trends, we find that SOEs did not change their behavior in anticipation of environmental regulation, but non-SOEs started to adjust before the regulation was implemented. The second chapter evaluates how the market size affects the impact of environmental stringency on firms' economic activity. …

This dissertation consists of three essays related to my research on environmental policy, emissions leakage, and public policy. In the first essay, I address how open economies respond to environmental policy instruments under uncertainty. I develop a dynamic stochastic general equilibrium model for a small open economy (SOE) and evaluate the macroeconomic fluctuations in response to cap-and-trade, pollution tax, and emissions intensity standard under two shocks: productivity and terms of trade. My findings suggest that cap-and-trade policies are most effective in dampening the macroeconomic volatility from productivity shock. Maximizing welfare in the economy requires effective policies that mitigate negative externalities and incentivize positive externalities. My first paper concerns emissions at manufacturing plants in the US, a major source of negative externalities. Globalization has created concerns that pollution can move across country boarders. Therefore, I study the environmental performance of foreign manufacturing establishments in the US to test if foreign establishments in pollution intensive industries are heavy emitters. I find that foreign firms are not dirtier than domestic establishments on average. As an alternative renewable source for bioenergy, forest biomass has recently drawn more attention from the U.S. government and the general public. Woody biomass policies have been adopted to encourage the new bioenergy industry. A variety of state policy incentives attempt to create a desirable legal climate and lure new firms, imposing two important questions regarding state government policies and the sustainable use of forest resources. In the past two decades, there has been a growing consensus regarding the inadequacies of the existing environmental policy regime and the need for reform to address complex, cross-jurisdictional sustainability challenges, such as nonpoint source pollution. Reform theory has focused on the need for more integrated, collaborative, adaptive, and results-oriented environmental management, while empirical studies have highlighted the wide implementation gap due to an array of institutional obstacles.
