Preserved sites can be seen as an obstacle to urban development, and the concept of a functioning ecosystem within city limits is fictitious to many; we assume the two cannot coexist. The current dilemma of College Lake offers a unique case study for how urban ecosystems can not only subsist within cities but provide pivotal functions for them as well. With the potential for a dam-breaching storm event increasing in possibility with each passing year, concerns regarding the structural integrity of the College Lake dam in Lynchburg, VA have arisen. Such concerns have led the City of Lynchburg to consider reinforcement or removal of the dam in order to mitigate flood risks along the Blackwater Creek floodplain. Water, or lack of it, is the defining characteristic of development in the Western United States. Using multiple analytical frameworks, including history, law, economics, environmental science, and sociology, we will investigate the interrelationships of key policies, players, and projects involved in Western water. More specifically, we will critically examine how important federal, state, and local water policies arose and how they affect different stakeholder groups (e.g., irrigators, environmentalists, indigenous peoples, the local citizenry, government entities, public water resource agencies). We will also learn about how stakeholder values and corresponding water policies have changed, or failed to change, over time. Case …

This paper begins by exploring the current state of water resources planning and permitting. Then, considers current water demand in Virginia, as well as future challenges. Next is an examination of management structures from other states and a discussion of potential solutions to the water scarcity issue, including wastewater purification, the Hampton Roads Sanitation District’s (HRSD) Sustainable Water Initiative For Tomorrow (SWIFT) project, and desalination. Droughts are occurring globally and should be recognized as a global issue and drought planning should use a proactive approach on the part of the world community. However, much drought planning, even in developed and highly developed countries, is reactive and programs are often poorly coordinated sometimes with unforeseen negative consequences for marginalized and disenfranchised populations. The Ministry of Environment of the Republic of Korea has been making efforts to improve water quality and the health of the aquatic ecosystems of the inland waters. Establishing water quality standards for point sources and permissible wastewater emission standards to achieve the target environmental standard were part of the efforts. Nevertheless, water quality indexes such as Biochemical Oxygen Demand(BOD) and Chemical Oxygen Demand(COD) has not improved significantly. Secure, reliable, and sustainable water resources are fundamental to the Nation’s food production, energy independence, and ecological and human health and well-being. Indications are that at any given time, water resources are under stress in selected parts of the country. The large-scale development of groundwater resources has caused declines in the amount of groundwater in storage and declines in discharges to surface water bodies (Reilly and others, 2008). Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

In response to the growing risk to communities from climate change impacts, Professor Cerra at the Cornell University School of Landscape Architecture developed the Climate Adaptive Design (CAD) program. CAD is being implemented as a partnership between the Hudson River Estuary Program (Estuary Program) and Cornell that utilizes participatory design and visualization to engage communities about planning for future climate impacts. Anthropocentric water resources management affects aquatic habitats by changing streamflow regime. Understanding the impacts of water withdrawal from different sources and consumption by various economic sectors at different spatial and temporal scales is key to characterizing ecologically harmful streamflow disturbances. To this end, we developed a generic, integrative framework to characterize catchment scale water stress at annual and monthly time scales. The framework accounts for spatially cumulative consumptive and non-consumptive use impacts and associated changes in flow due to depletion and return flow along the stream network.
