The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. This conference will consider the fundamental principles of the prior appropriation doctrine together with the important new developments in the law now underway throughout the West.

A Florida coastal zone management program, once approved and established, will be a cooperative effort of all levels of government and the citizens of Florida. It will establish coastal land and water resource policies, based on realistic goals and objectives, that contribute to the wise use of those resources and protect the options of future generations. It will be a system that is sensitive to criticism, accessible to review and appeal, and flexible enough to reflect changing goals, needs, attitudes and lifestyles. With this approach we can not only treat current problems, but can also avoid future resource use conflicts. …

Throughout history, man has utilized rivers for water supply, transportation, power generation, and waste disposal. This strong relationship has encouraged the location of human settlements near rivers and streams despite the risk of periodic flooding. The modern technology of transportation and public services has reduced the necessity for riverside locations, but the development of flood plains in urban areas has continued, resulting in the periodic loss of human life and property when flooding has occurred. Within the United States, flooding has taken over 5000 lives in the last fifty years and causes an estimated $1.25 billion in property damages annually.' …

Antelope Creek and Dead Mans Run, right bank tributaries of Salt Creek, rise within the Lincoln metropolitan area near the town of Cheney, and 84th and A Streets, respectively. These streams flow in a northwesterly direction and drain 14 and 10.5 square miles, respectively. Middle Creek, a left bank tributary of Salt Creek, rises in eastern Seward County and drains 100 square miles as it flows in an easterly direction to join Salt Creek in Lincoln. This report on Antelope Creek, Dead Mans Run, and Middle Creek is the second in a series of flood plain information reports being prepared for streams in the Lincoln, Nebraska metropolitan area. Volume I of this series, published in August 1964, described flood hazard areas of Salt Creek Haines Branch, and Beal Slough.
This Technical Appendix, covering Antelope Creek, Dead Mans Run, and Middle Creek, is presented in four sections. Section A presents information applicable to all three streams. Sections B, C, and D are devoted to information applicable to the individual streams.
