The swollen creeks of Boulder, Colorado provided a fitting backdrop for the “Water, Climate and Uncertainty” conference at the Natural Resources Law Center of the University of Colorado in June 2003. Recognizing the importance of providing a forum for discussions between water managers, lawyers, policy makers, and scientists, Doug Kenney, the conference's organizer, assumed the responsibility of master of ceremonies, providing thoughtful transitions between speakers and sessions while throwing some humor into the mix. For many years I have taught at a small liberal arts college in Southern California. When first-year students arrived at the college in the early 1970s, they settled into the usual things that occupy freshmen. A few weeks would go by, and then they would make a remarkable discovery: tall mountains would appear to the north as autumn weather dissipated the heavy blanket of smog that had obscured them. Today, the air is not perfectly clear in September, but students are aware of the mountains from the day they move into the dormitories. The region's partial victory over smog illustrates …

Presidential Domain: An Exploratory Study Of Prospect Theory And Us Climate Policy Since 1998, Hal T. Nelson
Dissertations and Theses
The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. Conversely, President Bush operated under a domain of gains where he did …
