In March 2006, the National Policy Consensus Center (NPCC) and the United States Environmental Protection Agency (US EPA) co-hosted a multi-stakeholder Colloquium to consider whether collaborative approaches would allow Supplemental Environmental Projects (SEPs) to leverage environmental, public health, economic, and social benefits for communities affected by environmental law violations. A SEP is an environmentally beneficial project that a violator voluntarily agrees to perform, in addition to actions required to correct the violation(s), as part of an enforcement settlement.

The Federal Security and Rural Investment Act of 2002, otherwise known at the 2002 Farm Bill, contains current legislation regarding federal public policies and programs for U.S. food and agriculture. This legislation will expire in 2007 and thus new legislation will be developed. It is important to have farm producers’ input for developing this legislation because the policies and programs influence their business practices and livelihoods. Long time-horizon environmental risks with potential for global impacts have increased in visibility over the past several decades. Such issues as climate change, the nuclear fuel cycle, persistent synthetic chemicals, and stratospheric ozone depletion share some characteristics, including intergenerational impacts, strongly decoupled incidence of risks and benefits, substantial decision stakes and extreme uncertainty. What is not well understood are the similarities and differences among sources and implications of uncertainty among these global environmental threats, especially those associate with current and future human behavior. Connecticut is in the midst of a demographic transition to a period of lower population growth. These demographic changes will help check the pressures exerted on the state's natural resources by population growth. Water, air, soil, energy sources, food, fisheries, forests, and biodiversity are common pool resources upon which we depend in ways that transcend political boundaries. Those governing Connecticut should help turn the state into a model of how to manage natural resources by halting forest fragmentation, reducing pollution, and promoting environmental science education.

The “polluter pays” principle in environmental law assumes that the actor would reduce or avoid adverse effects of his actions if he had to bear the consequences of those actions (internalization of effects). Such internalization can generally be done in two ways: either by avoiding or eliminating the harmful effects or by wearing the financial consequences of the injury. It is therefore on the one hand to have an incentive effect, on the other to a compensatory effect.

Local agricultural practices in Saudi Arabia today are shaped by local land, labor, and technological conditions, by national governmental regulations, subsidies, and price controls, and by the global impacts of foreign competition and goals of international organizations such as the World Trade Organization (WTO).
