While (urban) resilience has become an increasingly popular concept, especially in the areas of disaster risk reduction (DRR) and climate change adaptation (CCA), it is often still used as an abstract metaphor, with much debate centered on definitions, differences in approaches, and epistemological consider- ations. Empirical studies examining how community-based organizations (CBOs) “practice” resilience on the ground and what enables these CBOs to organize and mobilize around resilience are lacking. Moreover, in the growing context of competitive and entrepreneurial urbanism and conflicting priorities about urban (re)development, it is unclear how urban development dynamics influence community- based resilience actions. Why do American states organize as they do for environmental protection? According to Moe (1990), “a positive theory of organizations has two goals: 1) explain where institutions come from and why they take the forms they do, and 2) understand their effects for political and social behavior.” This paper will examine Moe’s question in terms of state environmental agencies: What influences state adoption of a comprehensive environmental structure? To address this question, I develop a theory of state adoption of organizational structure drawing on organizational theories of public organizations. This essay focuses on ways in which the governments of Bhutan and the United Kingdom are measuring subjective well-being as well as on how other governments including Norway, Spain, China, Canada, and New Zealand, are exploring the development of subjective well-being indicators. It concludes with recommended actions to aid in the formation of a consistent and comparable subjective well-being indicator for use by governments globally. In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing.
