This paper assesses whether air quality influences public transportation ridership in the city of Chicago. Urban air pollution is a serious health risk, and a priority of urban municipalities. Public transportation is an attractive option for governments attempting to curb urban air emissions. I use data from the Chicago Transit Authority (CTA) and the EPA’s Air Quality Index (AQI) to explore the relationship between a day’s air quality and CTA ridership. I employ three different model specifications, rail, bus and total ridership, to test whether high AQI values (poor air quality) result in increased public transportation ridership in the city …

Governing social-ecological systems, such as the urban water commons, is a multi-scale and multi-sector (polycentric) human-environment process. This dissertation interrogates this process by situating itself within the Ecology of Games Framework by Norton Long (and updated by Mark Lubell) and the literature on polycentric governance by the Bloomington School of Political Economy. The dissertation’s three essays 1) offer both theoretical and methodological means to enact polycentric public economies within the ecology of games framework, and 2) explicate the conditions under which interoganizational collaboration is fostered within a polycentric ecology of policy games in governing the Middle Rio Grande urban watershed. …

This thesis takes an unconventional approach to environmental racism. Through the lens of white privilege and racial capitalism, I analyze hazardous waste procedures, work site dynamics, and governmental enforcement. Southeast Los Angeles encompasses 26 neighborhoods and the communities racial demographic is 85.8% people of color. The region is home to an abundance of hazardous waste generators, and the area is disproportionately burdened by pollution compared to the rest of LA County. This thesis draws on the concept of product stewardship and its focus on incorporating all of the actors in a product’s lifecycle into steps to take responsibility for waste management. Extended Producer Responsibility (EPR) recognizes the producer’s distinct potential to consider and drive change in waste management. Producers often serve like mediators between the design and use phases of a product’s lifecycle. Through EPR policies, the producer takes on the costs of ensuring safe end-of-life waste disposal. This paper considers a 1996 Reformulated Gasoline program, where gasoline emissions were regulated in California, to observe the effects on infant health indicators. I use a cross-county analysis to find significant effects from the policy that suggests an improvement in birth weight, gestational length, and infant mortality.

India is home to 240 million children currently at risk of Soil-Transmitted Helminthiasis, which is spread via unclean water, soil, and food, and causes acute pain and malnutrition. While acknowledging the research debates over WASH and mass drug administration, this study seeks to identify the systemic multidisciplinary issues affecting STH elimination efforts in rural Udaipur. Twenty-three interviews were conducted in villages, government departments, NGOs, and medical sectors to identify the challenges within each approach to deworming, and their experiences with multi-sectoral collaboration. Within sagebrush (Artemisia spp.) ecosystems, which are home to more than 350 species of plants and animals, potentially more frequent and severe fires are causing an increased threat to human safety, property, rural economies, and wildlife habitat. In particular, the habitat of the greater sage-grouse (Centrocercus urophasianus), an iconic sagebrush-dependent species, is at risk. Hazardous materials are prevalent in all communities in the United States. They are stored and they are transported. Regardless of the method of transport, (for this study defined as: pipeline, rail, roadway, air, or water) hazardous materials are generally transported without incident. However, consequences of a hazmat transportation incident can be extreme with serious repercussions to public safety, life and wellbeing, the environment, and infrastructure. To plan for and mitigate these consequences, communities may choose to examine the transportation of hazardous materials through high risk areas – areas with sensitive ecosystems or high population – to better develop strategies.

This thesis examines the process by which cultural value predispositions influence perceptions of risks and benefits of energy policies, specifically focusing on High Voltage Power Line (HVPL) installations and Hydraulic Fracturing (fracking). For HVPL installations I examine the role of (dis)trust in three groups associated with the HVPL debate – the government, environmental groups, and the energy industry – in determining risk and benefit perceptions of HVPL installation. Findings indicate that cultural value predispositions guide policy elites’ perceptions of trustworthiness. Further, this trust, in turn, guides perceptions of risks and benefits of HVPL installations, partially mediating the effects of cultural …

The federal minister of the environment, Catherine McKenna, has dealt a setback to the proposal put forward by government-owned Ontario Power Generation (OPG), for the underground storage of nuclear waste. The proposed Deep Geologic Repository (DGR) would be located in Kincardine, Ontario, approximately 1.2 kilometres away from the shore of Lake Huron, and constructed underneath the world's largest operating nuclear power plant.

Executive Order 13211, promulgated in 2001, requires the federal government to consider the impact of federal action on energy independence as part of the George W. Bush’s National Energy Policy. This law review examines whether EO 13211 was used to curtail environmental protection and natural resource conservation. The article begins with a review of the procedure required of federal agencies under EO 13211 and its associated documents. The paper then examines case law and published federal rulemaking proceedings and examines how federal agencies apply tests to evaluate the potential energy effect. The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year.
