Any significant effort to reduce global emissions of greenhouse gasses must address the growing concern of the transportation sector’s inability to meaningfully reduce its emissions contribution. A major shift in the primary fuel used in the sector away from petroleum-based fuel to electricity is one potential way the sector can lower its emissions and transition into a sustainable future. However, a number of barriers face the electric vehicle market, including competing against an already mature vehicle market, battling consumer preferences, and overcoming technical challenges. President-elect Donald Trump’s nomination of U.S. Rep. Ryan Zinke of Montana to head the Department of the Interior follows a tradition of offering this position to westerners. The agency has jurisdiction over a significant portion of federal public lands in western states, including national parks, national wildlife refuges, some forests administered by the Bureau of Land Management and others.

An Analysis Of China’S Regional Emissions Trading System: Challenges And Lessons, Ronghui (Kevin) Zhou

China, the largest carbon dioxide emitter in the world, has faced environmental pressures both internationally and domestically over the last ten years. In early 2011, the Chinese government approved a carbon emissions trading program in seven cities and provinces, and started planning a national emissions trading framework. This thesis reviews these pilot programs and examines the issues that underlie them. Drawing lessons from the U.S. Acid Rain Program, the European Union’s ETS, and California’s CAT, the three largest emissions trading frameworks in the world, I find that: (1) lack of trades in China’s pilot programs is a consequence of permit …

“There's all different forms of bullying,” says Steven Gray, a Lakota rancher and former law enforcement officer living in South Dakota. In this look into Gray’s life, we learn about two instances of bullying: the psychological and physical harassment that pushed his son, Tanner Thomas Gray, to commit suicide at age 12; And the controversial construction of an oil pipeline in an ancient tribal land that belongs to the Lakota people by rights of a treaty signed in 1851, which Gray sees as an institutional abuse infringing on the sovereignty of his people. The Bureau of Land Management (BLM) administers approximately 245 million acres of our public lands and yet, for most of our nation's history, these lands seemed largely destined to end up in private hands. Even when the Taylor Grazing Act of 1934 ushered in an important era of better managing public grazing districts and "promoting the highest use of the public lands," such use of our public lands still was plainly considered temporary, "pending its final disposal." It was not until 1976 with the passage of the Federal Land Policy and Management Act (FLPMA) that congress adopted a policy that …

Rooftop solar photovoltaics (PV) and distributed energy resources can deliver net benefits to Nevadans today and, if thoughtfully utilized, play a significant role in Nevada’s energy future. However, these benefits are not being fully realized in practice today. Narrow accounting of distributed resources’ contribution to the grid, financial disincentives embedded in utility regulatory models, and outdated grid planning procedures are preventing full utilization of these assets. But these obstacles can be readily overcome. Five years after the Fukushima accident, people and countries still argue about the opportunity costs of denuclearization. While nuclear power generation has safety and waste issues, it is carbon free. Climate change has created more pressure for greenhouse gas reduction, so a few countries have decided to maintain or even increase nuclear power generation. The United States ranks first for using nuclear power produced by electricity generation, while the Republic of Korea, the closest country in proximity to Japan, ranks fourth in countries that use nuclear power. Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Cultural Values And Risk And Benefit Perceptions: An Examination Of The Mediating Roles Of Trust And Knowledge Hubris, Clayton Creed Tumlison

This thesis examines the process by which cultural value predispositions influence perceptions of risks and benefits of energy policies, specifically focusing on High Voltage Power Line (HVPL) installations and Hydraulic Fracturing (fracking). For HVPL installations I examine the role of (dis)trust in three groups associated with the HVPL debate – the government, environmental groups, and the energy industry – in determining risk and benefit perceptions of HVPL installation. Findings indicate that cultural value predispositions guide policy elites’ perceptions of trustworthiness. Further, this trust, in turn, guides perceptions of risks and benefits of HVPL installations, partially mediating the effects of cultural …

The federal minister of the environment, Catherine McKenna, has dealt a setback to the proposal put forward by government-owned Ontario Power Generation (OPG), for the underground storage of nuclear waste. The proposed Deep Geologic Repository (DGR) would be located in Kincardine, Ontario, approximately 1.2 kilometres away from the shore of Lake Huron, and constructed underneath the world's largest operating nuclear power plant.

Executive Order 13211, promulgated in 2001, requires the federal government to consider the impact of federal action on energy independence as part of the George W. Bush’s National Energy Policy. This law review examines whether EO 13211 was used to curtail environmental protection and natural resource conservation. The article begins with a review of the procedure required of federal agencies under EO 13211 and its associated documents. The paper then examines case law and published federal rulemaking proceedings and examines how federal agencies apply tests to evaluate the potential energy effect. The environmental sciences have been critical to identifying global environmental challenges such as climate change, but they have been less extensively utilized in deploying solutions to those challenges, such as solar energy. Environmental variables such as temperature, humidity, aerosols, clouds, soiling, and snowfall have important effects on solar PV performance, and these effects can vary regionally. The current status of large-scale solar PV deployment will be discussed along with the role of environmental variables on PV performance.

Powering The Planet: The Role Chemistry Plays In Solar Energy Technology, Amy M. Scott
Climate Sustainability Lecture Series
Global energy demands are projected to double by 2050, according to the U.S. Department of Energy, and solar energy has the greatest potential as the most benign, universal resource for generating electricity. However, harnessing the solar energy efficiently and converting it towards useful forms of power that are compatible with our current infrastructure remains an elusive goal. Today’s solar energy utilization relies on silicon-based photovoltaic (PV) technology, which converts photon energy to electrical energy. The efficiency of these devices remains low (< 30%) and the cost of processing silicon and installing solar panels in homes makes PV uneconomical compared to the current price of electricity. Research efforts towards developing new inorganic and organic materials for thin film PV to replace silicon are currently underway. Organic materials are particularly interesting from the standpoint of developing simple, cheap materials that can be easily tailored for future PV devices. The future of solar energy utilization relies on developing solar paints for vehicles, solar shingles for rooftops, and spray-on solar ink for small device applications, but continued fundamental research is needed for decreasing cost and improving efficiency for next generation devices.

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. This study evaluated the impact of Executive Order (EO) 12898 to advance environmental justice. We conducted a review evaluating the frequency and effective use of EO 12898 since execution with particular focus following President Obama’s Plan EJ 2014. We found that both EO 12898 and Plan EJ 2104 had little, if any, impact on federal regulatory decision making. To the extent federal agencies discussed EO 12898, most did so in boilerplate rhetoric that satisfied compliance but was devoid of detailed thought or analysis. In the 21st year, with the exception of the Environmental Protection Agency, very little federal regulatory activity …

Public interest in environmental and health impacts from shale oil and gas extraction (what the public calls “fracking”) is growing. Industry claims the public outcry against the new technology is not grounded in science. In February 2013, Resources for the Future (“RFF”) published a list of high priority “risk pathways” that experts from NGOs, academia, government, and industry all agreed were real concerns about fracking. This article used the risk matrix to evaluate whether public comments in dockets of federal agencies that proposed regulation concerning hydraulic fracturing tracked expert concern. While a great deal of public attention addresses the Halliburton loophole of the Energy Policy Act of 2005 and Bureau of Land Management efforts to regulate hydraulic fracturing on public lands, less attention has been paid to the National Park Service “9B Regulations,” which provide a national regulatory framework governing the exercise of nonfederal oil and gas rights in national parks. This introduction to Economic Anthropology’s special issue on “Energy and Economy” argues that we might find inspiration for a much more engaged and public anthropology in an unlikely place—19th century evolutionist thought. In addition to studying the particularities of energy transitions, which anthropology does so well, a more engaged anthropology might also broaden its temporal horizons to consider the nature of the future “stage” into which humanity is hurtling in an era of resource depletion and climate change. This thesis uses a case study of the Community Home Energy Retrofit Project (CHERP) and it analyzes the larger statewide effort in California to increase energy efficiency in existing residential buildings to reduce greenhouse gas emissions. CHERP’s primary strategy is to embed itself into a community, educate residents on the multiple benefits of energy efficiency, and inspire them to take energy-saving actions in their own homes.
