Climate change is an environmental problem with catastrophic ecological, economic, social, and political impacts. The dramatic scale of the problem has appropriately earned it the name of “climate crisis.” As a protracted crisis, climate change will dominate national and international agendas while transforming institutional politics. Conflicts within policy communities, new interest alignments, social pressure on governments, and ecological collapse could conceivably transform the norms and institutions through which economics, policy, and politics are conducted. This paper seeks to evaluate different technologies in energy storage to determine which ones have the most potential to benefit the energy grid. Technologies like pumped hydro, thermal, gravity, hydrogen, and compressed air storage will be evaluated based on overall costs, marginal costs, unique applications, and efficiency. This paper compares the technologies to batteries on the previous criteria. I also provide a discussion on the policy and economic barriers to the further use of non-battery technologies to support grid reliability during the transition to a cleaner grid that is more reliant on variable renewable generators.

As the effects of climate change worsen, it becomes increasingly apparent that just development efforts must be rooted in principles of sustainability and community engagement. This research addresses the role that acceptance plays within two different examples of sustainable redevelopment. The first empirical case examines acceptance of genetically improved trees among family forest owners. The second case explores policy acceptance of community-centric redevelopment of brownfield sites for renewable energy generation. However there is no baseline record of the climate mitigation currently performed by the trees on Pomona’s campus through carbon storage. Decarbonizing the aviation sector remains one of the most prevalent obstacles in reducing the United States’ significant contribution to global greenhouse gas emissions. Launched in 2021, the Sustainable Aviation Fuel (SAF) Grand Challenge aims to supply enough fuel to meet 100% of demand by 2050 through reducing its production costs and enhancing its sustainable practices. In 2015, Hawaiʻi set the most ambitious renewable energy portfolio goal in the nation by vowing to reach 100% renewable energy by 2045. Since then, many renewable energy development projects in Hawaiʻi have been met with strong community opposition, including the Nā Pua Makani wind farm (NPM) in Kahuku. This applied research project examines the state of electrical energy infrastructure at Michigan Technological University with special attention to the Athletic Department and reports on the process for energy decisions in both settings. Transitioning the Energy Sector from fossil fuels to renewable energy is perhaps the biggest opportunity to sustainably mitigate climate change. This paper presents a multi-tier holistic framework to score and visually represent the key features of sustainability that could influence the long-term success of the energy transition in different social, ecological, and economic contexts. The framework is applied in detail to Morocco and Italy. The complexity of the concept of sustainability calls for a tool that can help stakeholders locate and address priority areas. In its broadest sense, presidential control encompasses all the actions, in both word and deed, whereby presidents “go it alone” to adopt policies in the absence of congressional will to do so, and sometimes directly contrary to it. This dissertation studies how President Obama used rhetorical and administrative tools of presidential control to address the “wicked problem” of climate change. Is the Clean Vehicle Rebate Project (CVRP) program achieving its planned outcomes of accelerating the adoption of Zero-Emissions Vehicles (ZEVs) by low-income consumers in California? This research will evaluate what effect additional CVRP rebates provided to low-income consumers have on their adoptions of ZEVs. The purpose of this research is to determine whether the CVRP rebates are making it feasible and compelling enough for low-income consumers to adopt ZEVs at a rate that will lead to California meeting its greenhouse gas reduction goals.

As cannabis cultivation can be highly energy-intensive, the legalization of cannabis growing has created concerns for energy forecasting, electric system reliability, rate design, and energy efficiency policies, as well as possible ramifications for the state’s electricity grid (California Energy Commission, 2018b). Indoor cannabis cultivation in California accounts for 3% of the state’s total energy consumption (Mills, 2012), and as the industry continues to grow, its energy consumption will result in significant greenhouse gas emissions, unless otherwise mitigated (Warren, 2015). Specifically, looking at the election of AMLO in 2018 and prior neoliberal environmental policies (NAFTA and Pena Nieto's energy reform). In 2006, the State of California passed AB 32, the Global Warming Solutions Act. Through this legislation, the state sought to reduce its carbon emissions to 1990 levels by 2020. The California Air Resources Board (CARB) was tasked with doing so and thus instituted the Cap-and-Trade program, a market-based mechanism to reduce emissions. Additionally, legislation has further directed funding on an annual basis for various continuously appropriated programs. This paper will examine the efficacy of those continuously appropriated programs and their legislative intent.

The objective of this dissertation is to analyze the economic impact of newly operational ethanol biorefineries on rural counties in the U.S. Midwest region for the period 2001 to 2015 using a quasi-experimental approach. Rapid growth in the ethanol industry expanded the number of ethanol plants located in the U.S. Midwest from 54 in 2001 to 173 in 2015. Out of the counties with 119 new ethanol biorefineries, 97 counties met the general treatment criteria defined in this dissertation, but only 56 of those counties qualified for the rural treatment criteria. In the United States today, at least 14 million Americans live in fuel poverty. These Americans spend at least ten percent of household income on energy costs ranging from fuel to electricity. The purpose of this thesis is to identify an innovative solution to mitigate the effects of the energy affordability crisis in the United States. Public lands owned by the Bureau of Land Management are increasingly being used for photovoltaic (PV) system development. Although numerous policies support PV deployment on public lands, those managed by the Bureau of Reclamation have not been considered for PV development. Hydro-electric embankment dams, both publicly and privately owned, may have the potential to be development sites for distributed PV systems. A technical feasibility report was conducted for a case study of a PV installation on Trinity Dam, Trinity County, CA, and found embankment dams could potentially be feasible development sites.
