The greater sage-grouse (Centrocercus urophasianus) has been the subject of multiple status reviews under the Endangered Species Act (ESA). Wyoming accounts for approximately 38% of the range-wide population. Since 2000, 2 statewide and 8 local citizen working groups have been established in Wyoming to developed conservation plans and advise state policy. The first statewide plan for the conservation of sage-grouse was formally adopted in 2003. The statewide plan established local sage-grouse working groups charged with developing and facilitating implementation of local conservation plans. Those 8 plans were completed in 2007 and 2008, and updated in 2014. From 2005-2017, …

This study focuses on the inference of characteristic data from a data set of 507 non-residential buildings. A two-step framework is presented that extracts statistical, model-based, and pattern-based behavior. The goal of the framework is to reduce the expert intervention needed to utilize measured raw data in order to infer information such as building use type, performance class, and operational behavior. The first step is temporal feature extraction, which utilizes a library of data mining techniques to filter various phenomenon from the raw data. Zambia has until recently relied almost 100% on hydropower for electricity generation. The first coal power plant in Zambian history was commissioned recently in 2016/17. An unprecedented power shortfall in 2016 prompted the Zambian government to diversify its energy sources by planning to go into solar and increased coal power. Coal causes high levels of pollution, degrades the environment, damages people’s health and causes climate change. Solar and other renewable sources of energy are clean. The cost of power from renewable energy is now competitive with that of coal power. Coal power is on the decline worldwide and renewable power …

This paper discusses the creation of targeting and segmentation information about non-residential buildings that are equipped with advanced metering infrastructure (AMI) meters, or smart meters. Statistics, model, and pattern-based temporal features are extracted from over 36,000 smart meters. They are then merged with a database of past energy efficiency interventions such as lighting, HVAC, and controls retrof its from 1,600 buildings. The buildings are divided into Good, Average, and Poor performing classes according to consumption from before and after the retrofits. Classification models are developed that improve the ability to predict retrofit success and standard industry class by 18.3% and …

Climate change is causing a shift in the temperature and pressure gradient between the Arctic and the Equator, with the Arctic warming at a faster rate than the Equator. This shift has the potential to alter the seasonal wind speeds in the Northern Hemisphere, which could in turn affect the wind power density potential. In this study, a wind model was created to predict future wind speeds and wind power density for 6 weather stations in Iceland. The Nord Stream 2 pipeline proposes to connect Germany to the world’s largest natural gas reserves in Russia, allowing the state-owned Russian energy behemoth Gazprom to double its export capacity through the ‘Northern Corridor’ transit route to Europe. This project has been the subject of sharp disapproval from Central and Eastern European countries, as well as the United States, which fear the prospect of increasing dependence on gas imports from a Russia perceived as politically aggressive and unreliable. The current paper presents a case study of a PV-driven air-conditioning system with battery and latent heat storage applied for an off-grid resort in Bintan (Indonesia). The lead-acid battery bank has a nominal energy storage capacity of 47 kWh and the ice storage can store up to 92 kWh latent heat. The entire energy system of the resort was equipped with a comprehensive real-time data acquisition system to measure different parameters such as solar irradiation, temperatures, flow rates and power consumptions. In organized energy markets that use locational pricing, power generators and energy suppliers procure financial transmission rights (FTRs) to hedge against grid con- gestion charges, while third-party speculators attempt to capture a return with these extremely volatile contracts. This paper develops a novel methodology for estimating the systematic risk of individual FTRs and detecting the presence of abnormal returns among these financial instruments. The prevalence of congestion paths with abnormal returns could be used by policy experts as an efficiency measure when assessing the performance of FTR markets. This paper presents a method to automatically cluster typical days of energy consumption in one or several buildings. The method is based on an optimized version of the Symbolic Aggregate approXimation (SAX) method. SAX is a data mining technique for clustering time series with recent applications in building fault detection and building performance assessment. The number of clusters and accuracy of SAX highly depends on two highly sensitive input variables, i.e., the word size and the alphabet size. Providing indigenous communities with electricity services requires an understanding of preferences to ensure that electrification schemes are congruent with the communities’ specific development pathways. We contribute to the literature by using a choice experiment to rank and quantify household preferences for electricity services in two indigenous villages in Sarawak, Malaysia. Specifically, we disaggregated electricity services into five attributes: private use for household appliances and lighting, public use for community facilities, productive use for income generation, the operator model and the monthly tariff. As of 2015, there are over 60 million smart meters installed in the United States; these meters are at the forefront of big data analytics in the building industry. However, only a few public data sources of hourly non-residential meter data exist for the purpose of testing algorithms. This paper describes the collection, cleaning, and compilation of several such data sets found publicly on-line, in addition to several collected by the authors. The co-simulation of both urban and building-level models leverages the advantages of both platforms. It better accounts for the localized effects of surrounding buildings, geography and climate conditions while maintaining high-fidelity building systems representation. This paper describes the co-simulation process of the building and urban-scale models of two university campuses in Switzerland using EnergyPlus and CitySim. In the first case study, on-site measured performance data is compared to the co-simulation results. The second case study examines the results of the two engines. The results show that coupling of EnergyPlus with CitySim resulted in a −15.5\% and −7.5\% impact on cooling …

Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

Electricity storage facilities, such as industrial batteries, are considered the “holy grail” in decarbonizing the electrical grid. They are being widely installed in commercial buildings, e.g., hospitals and shopping centers. We model the problem of managing electricity storage in a commercial building as a Markov Decision Process. Our numerical results, based on models calibrated to the electricity load profiles of 100 commercial buildings in the U.S., show that for every electricity load profile, storage operation may increase carbon emissions.

Any significant effort to reduce global emissions of greenhouse gasses must address the growing concern of the transportation sector’s inability to meaningfully reduce its emissions contribution. A major shift in the primary fuel used in the sector away from petroleum-based fuel to electricity is one potential way the sector can lower its emissions and transition into a sustainable future. In response to energy policies and technological innovation, electricity systems are becoming more integrated and interdependent. In the Western United States, the creation of an energy imbalance market (EIM) is a significant move towards electricity grid integration. The question of how to govern this newly forming market has been deliberated in multiple decision-making venues. Through these deliberations, stakeholders engaged in the process of policy implementation and shaped the structure of the EIM as a policy intervention. A New Keynesian framework with endogenous energy production is proposed to investigate the role of monetary policy in addressing disturbances in energy markets. The novelty of the model lies in the endogenous production of energy with convex costs, explicit modeling of goods with different degrees of energy-dependency and sectoral price rigidities. Our analyses prescribe the desirable monetary responses to four types of energy price shocks, highlighting the distinct characteristics of each shock and affirming the need for diverse policy considerations. This study examines the global diffusion of renewable energy policies: feed-in tariffs (FIT) and renewable portfolio standards (RPS). Existing studies of policy diffusion have failed to differentiate between four possible mechanisms of policy diffusion: emulation, suasion, learning and competition. To test these competing explanations, the study uses a mixed-method research design that combines statistical analysis of time-series cross-sectional data with an agent-based model of diffusion processes. The findings of the statistical analysis show strong support for the suasion (European Union Membership, Clean Development Mechanisms) and emulation mechanisms (cultural similarity or common language) in the diffusion of FIT. Developing countries are often characterized by a mix of bad governance and development initiatives seeking to accelerate modernization. In this brief, author Larry Hamilton discusses the results of pre- and post-election Polar, Environment, and Science surveys carried out by Carsey School researchers in August and November–December 2016, asking people about their general views on climate change and renewable energy. Almost three-fourths of Americans surveyed said that renewable energy should be a higher national priority than more drilling for oil. About two-thirds agree with the scientific consensus that humans are changing Earth’s climate. Priority for renewable energy development and recognition of human-caused climate change are majority opinions within every voter group except Trump supporters. On renewable energy, the reality …

China, the largest carbon dioxide emitter in the world, has faced environmental pressures both internationally and domestically over the last ten years. In early 2011, the Chinese government approved a carbon emissions trading program in seven cities and provinces, and started planning a national emissions trading framework. This thesis reviews these pilot programs and examines the issues that underlie them. Drawing lessons from the U.S. Acid Rain Program, the European Union’s ETS, and California’s CAT, the three largest emissions trading frameworks in the world, I find that: (1) lack of trades in China’s pilot programs is a consequence of permit …
