The focus of this report is to assist in the deployment of renewable energy in New York City by creating a framework that affordable housing organizations can use to navigate evolving New York regulations to deploy solar PV to their tenants and reduce their tenants’ utility bills. New York’s regulatory environment is trying to make it easier to deploy solar PV through programs such as Shared Solar Program and Remote Net Metering that provide guidance to those who are currently unable to access solar PV. This dissertation consists of three essays studying the impact of the American Recovery and Reinvestment Act in the energy policy field. The purpose of this research was to evaluate the effectiveness of ARRA funds, spent as temporary funding, on the change of energy efficiency policies, jobs, and technologies. The first essay examined variation in local level energy-efficiency grants and corresponding initiatives from American Reinvestment and Recovery Act (ARRA) in the United States. Energy is essential for the existence of modem civilization, and the amount of energy consumed by society is constantly growing. In 2015, the United States alone generated about 4 trillion kilowatt-hours of electricity. About 67% of the electricity generated was from fossil fuels (coal, natural gas, and petroleum). The United States' high dependence on fossil fuels leads to numerous problems, such as increased greenhouse gas emissions, urban air pollution, as well as geopolitical and military tensions. From Theory To Econometrics To Energy Policy: Cautionary Tales For Policymaking Using Aggregate Production Functions, Matthew K. Heun, João Santos, Paul E. Brockway, Randall J. Pruim

Development of energy policy is often informed by economic considerations via aggregate production functions (APFs). We identify a theory-to-policy process involving APFs comprised of six steps: (1) selecting a theoretical energy-economy framework; (2) formulating modeling approaches; (3) econometrically fitting an APF to historical economic and energy data; (4) comparing and evaluating modeling approaches; (5) interpreting the economy; and (6) formulating energy and economic policy. We find that choices made in Steps 1-4 can lead to very different interpretations of the economy (Step 5) and policies (Step 6).
