How Shale Boom-Era Municipal Debt Could Undermine Community Resilience During The Energy Transition, Brandon Charles

Local governments in oil and gas-producing regions took on significant municipal debt during the U.S. shale boom to build schools, water systems, and other infrastructure to accommodate rapid population growth. This brief uses Mergent municipal bond issuance data and interviews with local government officials to describe debt accumulation in shale boom communities (N=2,519 counties; 2004–2015) and its implications for the energy transition. The author finds that shale boom communities accumulated approximately $782 more in municipal debt per capita than comparable communities, a 26% increase totaling $1.9 billion across 58 shale boom counties. California should adopt a phased supply chain accountability framework for electric vehicles sold in the state, combining the immediate implementation of a voluntary Fair Trade Decal program with the mandatory adoption of COFFEE (Corporate Operations Free From Environmental Evil) Standards based on CAFÉ standards, by 2035. This thesis identifies a critical gap in U.S. EV policy: current federal legislation regulates where batteries are sourced but not how cleanly or ethically they are produced. Egypt has enacted policies to promote the adoption of electric vehicles (EVs) in order to reduce their overall carbon footprint. However, the pace of transition remains limited, so the research aims to answer the following question: “How do current policies shape Egypt’s transition towards sustainable electric transport, and what additional measures can support this transition?" This study highlights how fiscal policy tools can accelerate Egypt's climate transition, with emphasis on carbon taxes and fossil fuel subsidies reforms. It investigates how fiscal tools can reduce carbon emissions and promote economic development by primarily relying on qualitative interviews with policymakers, consultants, representatives of the private sector, and civil society actors, paralleled with some descriptive and comparative analysis. This report examins the extent of air pollution emissions resulting from the use of backup generators at data centers in Northern Virginia, including both actual current emissions and potential future emissions, and how those emissions totals compare to other sources of air pollution in the Northern Virginia region. It also examines how exposure to data center emissions correlates with demographic characteristics such as race, income, and education.

The 21st century has seen a significant rise in global greenhouse gas (GHG) emissions, with the transportation sector contributing 23% of these emissions. Medium-duty and heavy-duty vehicles (MD/HD) are particularly impactful, accounting for over a quarter of transport-related emissions. In Humboldt County, California, transportation represents 53% of total emissions, with MD/HD vehicles being a major contributor. As light-duty vehicles shift to zero-emission alternatives, the MD/HD sector faces unique challenges. Hydrogen fuel cell vehicles offer a promising solution, providing longer range, higher energy density, and quicker refueling compared to battery electric vehicles (BEVs). Artificial intelligence (AI) data centers have become one of the United States' fastest-growing and least-regulated sources of environmental stress. In 2024 alone, U.S. data centers consumed 183 terawatt-hours (TWh) of electricity more than the entire nation of Pakistan and consumed an estimated 17 billion gallons of water (IEA, 2025; Berkeley Lab, 2024). By 2030, electricity demand from these facilities is projected to reach 426 TWh, a 133% increase in six years (Pew Research Center, 2025). The energy transition away from fossil fuels poses long-term economic risks for communities reliant on oil and natural gas production and some may face exceptionally difficult challenges in adapting to the change. Bonds issued by these localities during the shale boom may undermine their financial resilience as shale activity dwindles. Declining tax revenue may undermine their ability to service the debt and maintain the associated physical assets. Extreme heat events, intensified by climate change, pose critical challenges to public health, infrastructure, and workforce resilience. Despite the urgency of these challenges, there is no systematic framework to identify workforce adaptive capacities that can help build regional heat resilience. This study introduces a novel large language model assisted approach, using task-level data from the O*NET dataset, to identify workforce capacities that enhance heat resilience. By defining heat-solution tasks as activities mitigating heat impacts, protecting public health, or improving infrastructure, we classify heat-solution occupations and dual-impact occupations, which are both vulnerable to heat and critical to heat resilience. This paper examines the dynamics of power asymmetry in the interdependent relationship between Cameroon and France from 2000 – 2024 with a focus on security and economic cooperation. The main research question asks: To what extent has power asymmetry reinforced or mitigated the interdependent relationship between Cameroon and France within the realm of economic and security cooperation? Based on the hypothesis that increased interdependence between these two states during this period has strengthened existing power disparity. The dissolution of the Soviet Union in 1991 marked the beginning of a complex, often turbulent, period of transition and modernization for Russia. Unlike the anticipated linear path toward Western-style democracy and market economics, Russia’s post-Soviet experience has been defined by profound contradictions, reversals, and ongoing contestations over its political, economic, and social order (Minakov, 2016). The challenge of energy transition is the high subsidy on fossil fuels and financing needs. Using social accounting matrix, this study examines the impact of energy transition plan and subsidy reform on economy, society and environment through three scenarios: business-as-usual scenario (Sim1), energy transition (Sim2) and phasing-out (Sim3). Sim2 and Sim3 are conducted without subsidy transfer (Sim2 & Sim3) and subsidy transfer for financing renewable power plants (Sim2.1 & Sim 3.1). The result is Sim3 has better economic, social and environmental impacts than Sim1. Mismanagement of farm waste in the Midwest of the United States has resulted in significant methane emissions, water contamination, and public health concerns. Public policies have been adopted and implemented at various government levels in the United States, aiming to facilitate the clean energy transition process. This dissertation examines three distinct but related dimensions of clean energy policies: policy effectiveness, policy coherence, and distributional policy impact. First, I evaluate the impact of the American Reinvestment and Recovery Act (ARRA) on clean energy adoption at the utility level using a quasi-experimental design: the Difference-in-Difference estimation. Distributed solar energy is growing rapidly in Virginia, and prices are dropping. If these trends continue, the state has the potential to meet a significant percentage of its electricity needs via distributed solar, supporting thousands of jobs and achieving substantial economic benefits in the process. However, reaching these targets will require the continuation of a positive policy and regulatory environment. This includes the removal of several remaining policy barriers, particularly related to shared / community solar, and avoiding some of the negative policy changes that have slowed distributed solar in other states.

What Is The Potential Of Non-Battery Energy Storage To Increase Grid Resilience?, Andrew Withers

This paper seeks to evaluate different technologies in energy storage to determine which ones have the most potential to benefit the energy grid. Technologies like pumped hydro, thermal, gravity, hydrogen, and compressed air storage will be evaluated based on overall costs, marginal costs, unique applications, and efficiency. This paper compares the technologies to batteries on the previous criteria. I also provide a discussion on the policy and economic barriers to the further use of non-battery technologies to support grid reliability during the transition to a cleaner grid that is more reliant on variable renewable generators.
