This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. The study also suggests some strategies for further deepening and empowering the trilateral cooperation, such as developing the environmental protection industry and carbon trading market, involving funds and non-state actors, and improving institutionalization. This research aims to know the short-term impact of the One Price Fuel program implemented in 2017 on transportation cost in underdeveloped areas of Indonesia. Observation is conducted to 585 villages since 2006, 2014 and 2018 with a total observation unit of 1,755 villages. With Difference-in-Difference analysis method, this study shows the program has a significant impact on reducing transportation costs in villages that are a radius of 15 km from the gas stations (SPBU). On the other hand, villages that are more than 15 km from distribution gas stations, do not experience a significant impact on reducing transportation cost.

This study examines the low-income energy efficiency programs funded by Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI). Its goal is to understand the extent to which those programs can address the problem of high energy burdens among Virginia’s low-income residents, and to estimate the impacts that those energy efficiency investments could have on the broader Virginia economy.

By 2050, Nevada has a statutorily mandated obligation to be a net-zero carbon producer in fulfilling energy production needs from large scale utility services.

Together with our partners, MEJC and LittleSis, We The People Michigan finds that DTE has extracted profit from its customers through hundreds of thousands of shutoffs, the second highest amount of rate hikes in the country, and unnecessary power outages that leave customers without power. They have invested heavily in new fossil fuel power plants that place significant health burdens on customers while blocking renewable energy initiatives. Finally, this report digs into the campaign donations of DTE executives, board members, and PAC to reveal how they utilize dark money to advance their profit-driven agenda.

Recently, the Philippines has been demonstrating its interest in using nuclear energy, including addressing issues and gaps in its nuclear energy preparations, several of which fall under nuclear security, nuclear emergency preparedness and response, and regulatory capacity. This article argues that the ASEAN member states’ growing regional cooperation in nuclear safety and security, spearheaded by the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), can have a strong positive impact on the Philippines’ nuclear energy preparations. The use of hydraulic fracturing (HF) technologies to extract oil and gas in the United States has sparked contentious policy debates, producing inconsistent and inefficient policies that have done little to address the impacts of HF in any comprehensive way. Debates are accompanied by competing policy narratives that position HF as either an environmental threat or an economic opportunity, but little is known about how policy narratives around HF are used by individuals. This paper considers the role of local government entities as actors in global climate governance regimes. The authors review traditional state-based climate governance efforts and existing attempts to engage municipal and local actors through transnational municipal networks (TMNs). Arguing for the importance of TMNs to effective and time-sensitive climate action, the authors then show how and why TMNs are crucial to future efforts to address climate mitigation as part of multi-level, holistic plans for global climate governance.

In the absence of strong U.S. national climate change policy, California and New York, among other states, adopted relatively comprehensive and ambitious policies to cut greenhouse gas emissions during the 2000s. They adopted these policies despite political-institutional and other structural barriers similar to those found nationally, which shows that political actors have significant scope for taking effective action even under structural constraints. The greater sage-grouse (Centrocercus urophasianus) has been the subject of multiple status reviews under the Endangered Species Act (ESA). Wyoming accounts for approximately 38% of the range-wide population. Since 2000, 2 statewide and 8 local citizen working groups have been established in Wyoming to developed conservation plans and advise state policy. The first statewide plan for the conservation of sage-grouse was formally adopted in 2003. The statewide plan established local sage-grouse working groups charged with developing and facilitating implementation of local conservation plans. Those 8 plans were completed in 2007 and 2008, and updated in 2014. From 2005-2017, …
