Traffic incidents are a major source of congestion in Virginia. Secondary incidents comprise a relatively small but important portion of all incidents, and relatively little is known about their occurrence, characteristics, and associated delays. The main objectives of this study were to define secondary incidents, understand and analyze the occurrence and nature of such incidents, and develop tools that can comprehensively and continuously analyze primary and secondary incidents at the planning and operational levels, ultimately contributing to congestion management. The scope of the study is limited to freeway incidents in the Hampton Roads (HR) area. The study found that secondary …
Selection Of Source And Use Of Traffic Information In Emergency Situations, R. Michael Robinson, Asad Khattak
Selection Of Source And Use Of Traffic Information In Emergency Situations, R. Michael Robinson, Asad Khattak
VMASC Publications
The access and the use of advanced traveler information systems (ATISs) by drivers during normal commuting have been extensively assessed and analyzed. Emergency managers and transportation officials have extended the results of studies of ATIS use under routine conditions to emergency scenarios under the assumption that drivers' responses to information under emergency conditions mimic those seen under normal driving conditions. A recent survey of potential hurricane evacuees suggests the need to revisit this assumption. Results indicate that although commercial radio reports and variable message signs continue to be the sources of traffic information cited the most frequently, other information sources …
Modeling Decision Making Related To Incident Delays During Hurricane Evacuations, Robert Michael Robinson
Modeling Decision Making Related To Incident Delays During Hurricane Evacuations, Robert Michael Robinson
Computational Modeling & Simulation Engineering Theses & Dissertations
Successful evacuations from metropolitan areas require optimizing the transportation network, monitoring conditions, and adapting to changes. Evacuation plans seek to maximize the city's ability to evacuate traffic to flee the endangered region, but once an evacuation begins, real time events degrade even the best plans.
To better understand behavioral responses made during a hurricane evacuation, a survey of potential evacuees obtained data on demographics, driving characteristics, and the traffic information considered prior to and during an evacuation. Analysis showed significant levels of correlation between demographic factors (e.g., gender, age, social class, etc.) and self-assessed driver characteristics, but limited correlation with …
Route Change Decision Making By Hurricane Evacuees Facing Congestion, R. Michael Robinson, Asad Khattak
Route Change Decision Making By Hurricane Evacuees Facing Congestion, R. Michael Robinson, Asad Khattak
VMASC Publications
Successful evacuations of metropolitan areas require overcoming unexpected congestion that reduces traffic flows. Congestion may result from accidents, incidents, or other events that reduce road capacity. Traffic professionals and emergency managers may promote deviations from planned routes to bypass an area of congestion and speed mass exit. However, some route changes may actually reduce traffic flow rates, and in these cases decision makers may want to discourage use of alternate routes. By using results of a behavioral survey of potential hurricane evacuees, this study identifies variables associated with the decision to alter routes and also identifies frequently used information sources. …
Regional Emergency Response Teams: Case Studies In Hampton Roads, Virginia, Thomas E. Poulin
Regional Emergency Response Teams: Case Studies In Hampton Roads, Virginia, Thomas E. Poulin
School of Public Service Theses & Dissertations
The majority of local governments lack sufficient resources to respond effectively in an independent manner to a disaster or large-scale emergency. To achieve success, they must work closely with other organizations. The research problem is that regional emergency response relationships are not well understood, which could lead to ineffective or inefficient practices. The research purpose was to describe and analyze regional emergency response in Hampton Roads, Virginia. The research methodology involved a qualitative approach, utilizing interviews and archival research. Organizational leaders of the Hampton Roads Marine Incident Response Team and the Southside Tidewater Regional Hazardous Materials Response Team were interviewed …
A Strategic Planning Decision Support Methodology In Emergency Department Preparedness For Mass Casualty Events, Adrian Spencer Benson
A Strategic Planning Decision Support Methodology In Emergency Department Preparedness For Mass Casualty Events, Adrian Spencer Benson
Computational Modeling & Simulation Engineering Theses & Dissertations
This study's objective is to design a strategic planning decision support methodology to improve Emergency Department (ED) preparedness for Mass Casualty Events (MCEs). This effort will enable hospital and medical strategic planners to evaluate alternatives which improve ED capacity. This comparative analysis illuminates the relative performance of alternatives involving three improvement scenarios for an ED, involving various increases in trauma bay, examination room, radiology, surgery, and recovery/observation study capacities. To illustrate this decision methodology, a Discrete Event Simulation (DES) was implemented in Arena, and used a mixture of Subject Matter Expert (SME) estimates and appropriate notional data. The design of …
A Hurricane Evacuation Route System Real-Time Monitoring And Distribution Of Load, Anup Khanal
A Hurricane Evacuation Route System Real-Time Monitoring And Distribution Of Load, Anup Khanal
Electrical & Computer Engineering Theses & Dissertations
Hurricane evacuation is one of the major steps in diminishing the devastating effects of hurricanes on lives and properties. The challenge in evacuating a large number of people in a short time is the severe congestion faced in the transportation network, leading to long delays and shortages. Standard hurricane evacuation plans focus on how to best utilize the main arteries. The research challenge is to not overload the fastest routes and to utilize all the routes efficiently. The evacuation routing system proposed in this thesis focuses on distributing the traffic load throughout the network, utilizing alternative routes not considered in …
Document Design And Emergency Management Plans, Emily Elizabeth Price
Document Design And Emergency Management Plans, Emily Elizabeth Price
English Theses & Dissertations
Document design is a hybrid field of study that emerged &om both graphic design and professional writing. Emergency management planning occurs at all levels of government and documents processes, procedures and responsibilities of responding agencies to a disaster situation. An examination of the rhetorical elements of audience, context and purpose enables application of appropriate document design in any type of document, including emergency management plans, because the rhetorical situation of a document helps to determine appropriate design cues appropriate for the specific audience, context or purpose of that specific document.
Through relevant research into document design theory and practice, currently …
Integrating Game Technology And Discrete Event Simulation To Analyze Mass Casualty Scenarios, Jason Loveland
Integrating Game Technology And Discrete Event Simulation To Analyze Mass Casualty Scenarios, Jason Loveland
Computational Modeling & Simulation Engineering Theses & Dissertations
In the last 10 years, video games have become complex simulation environments with high resolution 3D graphics enabled by powerhouse rendering engines, multi-player client server networks, user friendly displays and graphical user interface , while remaining relatively inexpensive. There is a critical need for systems engineering analysis and rapid trade studies due to changes in operations caused by current events such as terrorist attacks, asymmetric threats, natural disasters, etc. Modem games provide a unique way to visualize and interact with these complex environments, scenarios, missions, and operations. A discrete event simulator (DES) provides an environment to model system architecture behavior, …
