Black males are often the recipients of police brutality, criminal stereotyping, and inequitable treatment in higher education. This qualitative study examined the experiential narratives of 15 Black male college students’ perception towards law enforcement officers. The data was collected via one-on-one interviews, concluded with a focus group, and then presented in narrative forums. The participants’ feelings, attitudes, or beliefs about themselves as Black males significantly contributed to their inherent identification of the cultural challenges associated with law enforcement officers. The enactment of Senate Bill 100/Public Act 099-0456 (SB100) in 2016 compelled school districts throughout Illinois to evaluate student discipline policies. This dissertation examines the impact SB100 had on middle and high schools throughout the state and within a large suburban K-12 school district. This dissertation is organized into three separate papers. Paper 1 provides a historical context for disciplinary practices used for students in public schools both in Illinois and throughout the country and explores new discipline practices that have emerged since the passing of SB100. This case study evaluating three high schools’ blended online credit recovery programs spanned the course of three years. The first part of the study examined the student demographics and outlined the basic structure of the programs. The demographics showed a disproportionate number of students of color and students receiving Free/Reduced Lunch in the online credit recovery programs at each school when compared to the school population. Each program shared the blended structure – online instruction with teacher facilitation. The purpose of this study was to identify opportunities to expand access to higher education. The research specifically explored the combination of two interventions that support college readiness: the Advancement Via Individual Determination (AVID) program and dual enrollment. Evidence indicated that each of these programs individually improved students’ readiness for college, but there was no research that explored the success of students involved in both programs. This quantitative analysis used the chi-square statistic to compare the proportion of students from a suburban school district who were involved in both programs to students who were not. However, access alone does not eradicate systemic barriers to positive collegiate experiences and degree attainment. This study examined the extent to which supportive services funded through the federal John H. Chafee Foster Care Independence Program (CFCP) are associated with academic success and employment in foster care youth. Studies suggest that this group experiences poorer employment outcomes (Gypen, Vanderfaeillie, De Maeyer, Belenger, & Van Holen, 2017; Okpych & Courtney, 2014) and earn less money annually (Gypen et al., 2017; Okpych & Courtney, 2014; Pecora, 2012). Despite a 29.4-billion-dollar annual budget for foster care services, individuals with a foster care history struggle after they transition out of care.

The skills gap debate has raged among scholars and policymakers for the last few decades. The key questions are whether the gap exists, the extent of the gap and how to minimize the gap. Of particular concern is a skills gap for middle-skills occupations. Since 2014, the federal government has invested over $500 million in registered apprenticeships as a strategy to address the skills gap. Likewise, Virginia has invested over $7.5 million and implemented policies such as VA Executive Order 49 (EO49), to expand registered apprenticeships as a workforce strategy to diminish the skills gap.

Objective

Emerging adulthood can be a stressful life stage due to the many life choices available and is especially challenging for emerging adults with disabilities (EADs) who face additional barriers in accessing supports and information regarding adult opportunities. This qualitative study investigated the experiences of transitioning to adulthood, and the role of a person-directed facilitation service, for EADs and their families.

Methods

Fourteen participants were recruited through purposeful and convenience sampling. Data collection procedures consisted of background questionnaires and one-on-one semi-structured interviews which were then thematically analyzed.
