Throughout much of the developing world, children make up an alarming portion of the workforce. These children are robbed of their childhood in order to provide economic supplementation to their families. According to the International Labor Organization (ILO), 5.7 million children in Latin America participate in the regional workforce (2006). It is a common misconception that children, who do not participate in the formal workforce, are not child laborers. However, the ILO defines child labor as any work that is detrimental to a child’s well-being or interferes with a child’s education. Due to the many categories and classifications of child …

“Good Politics Is Good Government”: The Troubling History Of Mayoral Control Of The Public Schools In Twentieth-Century Chicago, James C. Carl

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). Mayors exercised significant leverage in the Chicago Public Schools throughout the twentieth century, making the history of Chicago mayors’ educational politics relevant to the contemporary trend in urban education to give more …

The Irish government have invested considerably in the broad early childhood education and care (ECEC) sector over the last decade. However, a distinction persists within Irish policy between childcare and early education, both structurally and conceptually. Early education frequently refers to intervention based pre-school services; conversely childcare frequently refers to the broad spectrum of care services for 0-12 year olds, from family based child care through to centre-based provision (Hayes & Bradley, 2006; NESF, 2005; OECD, 2004). This study of two cases of sexual harassment investigates employee perceptions and organizational characteristics associated with policy and implementation procedures in two public school districts in New York State which experienced different outcomes to litigation in response to formal complaints of sexual harassment.

In the United States, truancy has been identified as one of today’s top ten educational problems (Zhang, Katsiyannis, Barret& Wilson, 2007). Across the country, every day there are hundreds of thousands truant students (U.S. Department of Education, 1996). Attendance can be influenced by mental health issues, substance abuse, teenage pregnancy, student employment, family responsibilities, teacher attitudes, size of school, and inconsistent application of truancy policies and lack of meaningful consequences for truancy. Family factors that influence attendance include: domestic violence, poverty, lack of supervision, substance abuse, parental attitudes toward school and education (Kim & Streeter, 2006). With reports alleging a sharp decline in student achievement in the last several years, there has been a call for higher standards in the United States education system. In response, with bipartisan support, politicians overwhelmingly passed the No Child Left Behind (NCLB) Act of 2001. NCLB, the most recent reauthorization of the Elementary and Secondary Education Act (ESEA), mandated increasing the educational performance of all children by focusing on accountability for student achievement, flexibility, higher academic standards, research-based reforms, parental choice, annual testing to measure student progress, analysis of the annual testing data, and sanctions for schools where students did …

The UN Declaration of Human Rights, ratified in 1948, declared for the first time the right to education as a human right. Article 26 (1) states that “everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory.” Since then, the right to education has been reaffirmed in subsequent treaties and global conferences. These treaties have also highlighted the need to provide education to all children without discrimination, and particularly to ensure equal access for girls. Historically, we have seen great gender disparities in the enrollment rates of …

Sangaré, a poor young farmer from a village in southern Mali, leaves his wife and three children to find stable employment in the capital city of Bamako. What he finds is an unrewarding reality that leads him from small job to small job, only earning about US 22 cents per day. These jobs range from selling sunglasses, to shining shoes, to driving a rickshaw. Unfortunately, his income has not proved enough to provide for his family, as his aunt has since adopted his daughter, and his children cannot attend school. Section 504 of the Rehabilitation Act of 1973 is a broadly worded statement that addresses discrimination in schools and other settings. Enacted at about the same time as the Individuals with Disabilities Education Act (IDEA), Section 504 has been used sparingly in elementary and secondary schools. Section 504 presents an opportunity to redress educational inequities for struggling students because it can provide support for students with disabilities and impairments not covered by IDEA. However, due to vague wording, unclear case law, and limited training for school divisions and practitioners, schools are unsure how to implement and to comply with Section …

The 2001 renewal of the United States' Title I program, which provides federal funds to schools with large populations of low-income students, instituted the Supplemental Educational Services (SES) program in which schools in their third year of failing to make Adequate Yearly Progress (AYP) are required to offer after-school tutoring in core subjects to low-income students, provided by public or private tutoring agencies. States are responsible for implementing, overseeing, and evaluating the SES programs; currently, several states and large local school districts have performed evaluations, with many more in the process of publishing results from statewide SES studies.
