During the COVID-19 pandemic, lacking national U.S. policies, wide variation and conflict over chosen public school policy decisions emerged. What factors and guidelines informed the decision-making process in K-12 public schools during the COVID-19 pandemic and who were the key stakeholders? This study examines three school district types – a large city, medium city, and small-town – across Minnesota as case studies to unpack how policy decisions were made during the pandemic. Stakeholder interviews uncovered that the school decision-making process was a) connected to a district's political opinions, b) made by the superintendent and school board, c) primarily influenced by …

Public charter schools are increasingly becoming part of both the broader national conversation about education policy as well as the local urban scene in the United States. The latter is certainly true in Rochester, New York, where charter schools serve more than 18 percent of the students who attend school in the city. Given the important role that charter schools play in educating Rochester’s students, we sought to learn if students who attend the city’s charter schools are funded equitably when compared to students in Rochester City School District (RCSD) schools.

Este artículo revisa la coyuntura del primer año de la pandemia del COVID-19 a la luz de las normas sociales y la prosocialidad. Para esto, nos acercamos sintéticamente a la metodología de bola de nieve para analizar una serie de experiencias e intervenciones de entidades públicas y privadas que alentaban comportamientos prosociales para evitar contagios masivos en la población en 2020, en el momento más inicial de la pandemia. El presente trabajo analiza la gestión del deporte como alternativa de prevención para el reclutamiento forzado de menores en el Área Metropolitana del Valle de Aburrá (Medellín, Colombia) y su reinvención en el contexto del Covid-19. El artículo revisa las respuestas iniciales de los gobiernos de Guatemala, El Salvador, Costa Rica y Panamá ante la pandemia del Covid-19. A partir de una revisión de documentos oficiales, se identifican y comparan las características de las respuestas que estos gobiernos ejecutan durante el primer semestre del 2020. Se concluye que, si bien los gobiernos desarrollan principalmente medidas de bioseguridad, hay diferencias importantes en las estrategias adoptadas por estos, posiblemente motivadas por las características sociales, política y económicas imperantes en dichos países. El artículo muestra el proceso de evolución de tres modelos referenciales de política social y de régimen de bienestar en los albores del siglo XXI en Colombia. Se acude al método de análisis cognitivo en políticas públicas, como estrategia para la construcción de datos, evidencias y argumentos que permiten describir e interpretar los diversos enfoques y tipos de política social implementados en contextos territoriales caracterizados por un aumento de relaciones de exclusión y desigualdad. Un Enfoque Comparado Sobre Los Regímenes De Bienestar Para El Estudio De Las Políticas Sociales Globales, Geof Wood, Ian Gough
Gobernar: The Journal of Latin American Public Policy and Governance
Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. For many poorer, partially capitalized societies, people’s security relies informally upon various clientelist relationships. Formalizing rights …

Situated at a Hispanic-Serving Institution (HSI), this postcritical ethnographic and photovoice study sought to explore how Latinx students define and practice civic engagement. Theoretically framed by Latino Cultural Citizenship (LCC), the study explored how current Latinx student civic engagement practices inform a Hispanic-Serving Institutions’ civic engagement efforts. Data collection took place over the 2021-2022 academic year and an exhibition of the study’s findings was made publicly available at the culmination of the study. Findings from the study indicate that Latinx postsecondary students define civic engagement as knowledge and resource sharing (KRS) and achieving success. This dissertation contributes to education equity scholarship produced by academics seeking to develop understandings of disability, Persons with Disabilities (PWD), and how both are situated amongst faculty in institutions of higher education. As such, this dissertation centers on a study of public US universities belonging to the Association of American Universities (AAU). This study looks for institutional level associations between respective rates by which college and university faculty with disabilities (FWD) are employed, certain aspects of disability policy drawn from each institution’s 2020 Affirmative Action Plans (AAP), and various other instances of empirical disability data (EDD).

To resolve the graduation gap among Black and Hispanic students in Central Florida, the development of equity-centered practices to improve high school graduation rates is essential. Accrediting agencies assess higher education institutions using performance indicators that are outdated and assessed incorrectly. This research uses various quantitative methods including multiple regression to provide data to understand the financial impacts of these indicators on mission driven historically Black colleges and universities (HBCUs). The research question guiding this research examined whether academic accrediting agencies’, such as the Southern Association of Colleges and Schools, performance indicators affect state funding allocations for HBCUs. Resource dependence theory recognizes leadership in organizations is influenced by adverse external environmental factors. Lower graduation rates among Black, Latino, and low-income students negatively impact individuals, families, and communities. The Communities in Schools (CIS) model was widely used in urban school districts due to suggested positive outcomes butwas underrepresented in current independent research. Using Benet’s polarities of democracy as the theoretical framework, this qualitative case study allowed for the collection and analysis of perceptions of educators within the Atlanta Public Schools (APS). The results of this study suggested social change implications related to increasing manpower in urban high schools and the development and use of comprehensive student support services to reach more at-risk students. …

Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

The coronavirus (COVID-19) pandemic has affected a number of institutions – one of which is Kennesaw State University (KSU). In the fall 2020 semester, KSU implemented safety protocols following the Centers for Disease Control and Prevention (CDC) as well as the University System of Georgia (USG) guidelines. A cross-sectional survey was sent out for faculty to complete at their own will regarding their thoughts on how the new guidelines are affecting their work as well as their safety while on campus. Natural brain processes make all individuals susceptible to unconscious bias; however, stressful, fearful, or anger-evoking situations as well as the negative influence of media and social surroundings increase the risk of holding obstructive bias, and there is a greater risk of being negatively impacted by this phenomenon when belonging to a minority population (Rose & Flores, 2020). As a result, high rates of infant mortality (10.2 deaths per 1,000 live births for the Non-Hispanic Black population compared to 4.1 in the White population) and cardiovascular related diseases (190.0 cases per 1,000 in the Non-Hispanic Black population compared to 161.3 in …

This qualitative phenomenological study purposefully sampled 15 graduate international students at a Southern University (SU). Semi-structured interviews were used to determine their perceptions and attitudes regarding the implementation of campus carry policies at the institution.
