Designed as a three-article style dissertation, this study was developed to first assess literature and data related to veteran outcomes following active duty service. Secondly, this dissertation sought to determine the best approach for measuring changes in veteran outcomes as a function of the policy process, which resulted in the development of a new methodological approach, Event Outcome Analysis based on Event History Analysis. Finally, veteran outcomes in employment and educational degree attainment were measured using Event Outcome Analysis to determine the relative impact of the 2008 GI Bill on Post-9/11 veterans. The dissolution of the Soviet Union resulted in the establishment of fifteen sovereign nations and a number of separatist states concentrated in the greater Black Sea region. The latter, so-called de facto states, are the result of frozen conflicts that emerged as Moscow's grip over its territory weakened in the waning years of the USSR and dormant ethno-religious tensions erupted into internecine conflict. Separatists, ultimately with help from Moscow, were able to enshrine victories on the battlefield through ceasefires with metropolitan states that have held for over two decades. The U.S. including its military depends on an electrical grid and electricity-based critical infrastructure. An electromagnetic pulse (EMP) and cyber attack can disable not just a significant portion of the electrical grid and critical infrastructure, but also the networkcentric military response to such an attack. There is a large range of actors that might attempt EMP attacks against the U.S.. Health surveillance systems are network-centric, and if mass destruction is the goal of an adversary, launching a biological attack concurrently with EMP and cyber attacks may achieve this goal. International cooperation is essential to support states in building the human resources necessary for maintaining and strengthening nuclear security. As the nation’s only comprehensive nuclear research and development institute, the Japan Atomic Energy Agency (JAEA) has long-standing experience developing and operating nuclear technology in all steps of the fuel cycle. The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) was established within the JAEA in December 2010 as Japan’s Center of Excellence for nuclear security. The University of Tennessee (UT) developed its first formal and coordinated efforts in nuclear security education in 2008-2009 with its graduate certificate program in nuclear security in the Department of Nuclear Engineering. Building on this work, in 2011 UT established the UT Institute for Nuclear Security (INS) as a collaborative center at the university to expand its curricular impact as well as foster research and partnerships with nearby major governmental facilities engaged in nuclear security work. The international community has spent considerable time, money, and effort attempting to establish a series of national and regional Centres of Excellence (COEs), also known as Nuclear Security Training and Support Centres (NSSCs). These Centres tend to have a wide variety of objectives, structures, and methods of delivery. Unsurprisingly, no internationally accepted standard exists on how they should operate. The IAEA has produced some excellent guidance (TECDOC 1734), but by virtue of its role cannot provide standards for benchmarking success.
