The purpose of this case as a teaching tool is to familiarize students with issues related to assisting other countries in stability operations, in meeting the challenges of coordinating between military and civilian personnel, and in creating interagency teams across the military and civilian government spectrum. It is also useful in fleshing out some of the issues associated with force of personality in cooperative leadership and decision-making.

The US Army launched the Global Assessment Tool (GAT) – a 105-item psychometric instrument taken by approximately one million soldiers annually – in October, 2009 in support of a population-wide resilience development initiative known as the Comprehensive Soldier and Family Fitness (CSF2) program. Since World War II, the executive branch has dominated foreign policy and national security decisions, expanding war powers well beyond the president’s constitutional purview. Aided by a complicit Congress, the president has bypassed the legislator and unilaterally prosecuted some of the United States’ bloodiest conflicts. Continuing this tradition of executive overreach, Congress passed the Authorization for the Use of Military Force (AUMF) on September 14, 2001, which ostensibly empowered the president to pursue those responsible for the 9/11 attacks, namely al Qaeda and the nations supporting them. Interestingly, in a post 9/11 era, the FBI warns that the number one threat to U.S. national security is not religious terrorism, but rather environmental-group terrorism. The purpose of this study is to see whether law enforcement personnel in Mississippi believe cold case units and, specifically, analysts are beneficial and worthwhile. This study will focus primarily on whether having used the Mississippi Cold Case Unit (MCCU) has had an impact on people’s perception of analysts and analytical methods within the law enforcement community. The study was conducted through the use of an online survey using Qualtrics Research Suite (Appendix A).The responses were then analyzed using the statistical software GraphPad Prism 6. The central hypothesis of this study is that terrorist organizations choose to use females as suicide bombers not only as tactical innovation but also to “signal” or send a message to various audiences. In order to meet the research objectives of this study, two terrorist organizations—the Liberation Tigers of Tamil Eelam and the Chechen Separatists or those individuals associated with the Chechen Resistance—are examined in detail from their inception through 2013 using a structured focused comparison methodology.
